Abstract

One of the seminal issues in regional planning and development is regional difference from different dimensions. Existence of regional difference and their importance in regional economic theories attracted special attentions of many theorists to the causes and consequences of such differences. In this paper with emphasis on the necessity of special attention to the nature of regional differences, the theoretical basis and the methods of assessing such differences are analyzed. In this regard, the most important related theories including dualistic economic theory, spatial economic theory, regional convergency theory, are reviewed. Finally, by presenting distribution theory on the basis of the nature of regional differences it is concluded that designing of the model of regional distribution of national variables on the basis of nature of regional differences could increase the efficiency of distribution. Finally it is mentioned that the national and regional planning system in Iran due to its dominance of regional equality viewpoint and lack of attention to the subject of regional differences bears a serious deficiency with regard to regional distribution activities.
