Abstract

AbstractBackground and objective: currently, smuggling of goods and currency has become one of the problems of society. Much of these problems can be reduced by proper governance measures, so the aim of this research is to redesign the Police structure to combat smuggling of goods and currency according to the components of multi-level governance.Method: the present research is applied in terms of purpose and qualitative approach in terms of method, which is done in the method of thematic analysis. To collect data, 14 smuggling experts have been contacted in various agencies such as government, Customs and police sanctions. The sampling method was structured in a targeted manner and as a tool for gathering information and interviews.Findings:The findings of the research from the point of view of interviewees show that motivation among the forces involved in the fight, training of employees, training and awareness of businesses, spiritual support of agents involved in trafficking, incentive to provide smuggling reports, equipping Local actors with emerging facilities, using civil associations in the fight against trafficking despite state supervision, the ability to deal with guilds and unions, the ability to use guilds to be explorers, the creation of border markets by border residents, the statehood of provinces or parts of the country to adapt production to the market, material support for factors involved in smuggling, the use of the capacity of trade unions, industries and producers in the organization of border markets, the use of large numbers of X-rays, the control of road transport cargo through road bascules, license plate cameras are effective. These comments cover 4 inclusive topics including: education and motivation, Local actors, economics and facilitiesResult: in the re-design of the Police structure in the fight against smuggling of goods and currency, the need to employ civil associations and associations, the change in the organizational structure of the police in the fight against smuggling has been emphasized. These changes are expressed in dimensions such as decision-making, operational, budget, participation of foreign parties.
