Abstract

After the collapse of the Soviet Union and East Bloc, some developments took place in the structure of the INTERNATIONAL SYSTEM and the structure of the bipolar system replaced by a unipolar structure led by the United States of America. In addition to the structural transformation, the development of science and technology has led to the evolution and diversity of actors and issues in the INTERNATIONAL SYSTEM. All these developments led to the emergence and consistence of INTERNATIONAL ORGANIZATIONS and increased their role in international relations. After the1990s we witness the growth and increase of the global and REGIONal INTERNATIONAL ORGANIZATIONS in our INTERNATIONAL SYSTEM. The increase suggests the important role of REGIONal organizations and REGIONal integration in recent years. One REGIONal INTERNATIONAL ORGANIZATIONS, is THE BLACK SEA Economic Cooperation Organization. The paper applies the descriptive - analytical approach to explain THE BLACK SEA Economic Cooperation Organization deals. The result of this study suggests that while the primary purpose of the organization is the maintaining peace and stability in THE BLACK SEA REGION and peaceful relations among the member states, but the some other member states which seeking to join the European Union.
