Abstract

 EXTENDED ABSTRACT Introduction One of the most important methods for sustainability of social, economic and environmental aspects of development in rural areas that presented in recent decades is participation of villagers in every aspect of them. The necessity of participation in development process especially in rural areas is somehow crucial that sometimes thinkers see the development as participation. The experience of developing countries such as Iran show that concentrated and up to down programming is not favorable and whatever the participation of people limited, the possibility of programs execution reduces. Therefore, neglecting of villagers’ participation in development leads to failure and slowing of some programs. So, this research, by measuring of facilitator variables of villagers’ participation, tries to investigate its impact on rural settlement development in study area. Based on this, the main question of study is that how is the role of villagers’ participation facilitators in rural settlement development of Chavarzag and Darram of Tarom town. In this way, the relationship between villagers’ participation facilitators with environmental, social, economic, infrastructure and physical dimensions of rural settlements developments. Theoretical framework In development literature, participation in Rural development came back to 1980 and 1990. It is when growth and expansion of development strategies was based on economic growth and industrialization of developed countries and usages of them in developing countries, leads to more negative consequences that positive outcomes. Therefore, many of countries and thinkers comes to the idea that they should revise adopted strategies and the matter of participation and villagers’ participation and recruiting them in Rural development programs and new concept of “ participatory development” came to development literature. Accordingly, in 1990 and 2000 new debates about meaning, purposes and the ways to achieve development have done that come to the results that new literature of Empowerment and people participation for sustainable development in areas and societies came to the academic debates. In other words, integrated and pervasive Rural developments approaches have been reinforced by new paradigms of developments such as Sustainability, Spontaneous and conscious participation, environmental awareness, capacity building and Empowerment. So, rural participation in development as objective symbol of human optimal behavior based on systematic and organic attitude towards Rural developments considered as a natural and fundamental principle and participation of whole rural people, including men, women, young and adults is Prerequisite for achieving development purposes. Methodology For exact explanation of research question and hypothesis, current research by usages of descriptive-analytic and quantitative-field based, tries to study the position of villagers’ participation facilitators in rural settlements of Darram and Chavarzagh in Tarom town. Statistical society in this study was 40 rural settlements in study area. Based on socio-economic characteristic in statistical society, nearly 50 percent of them (18 settlements) randomly and based on Position indicators of mountainous, desert and mountain elected. For generalization of data to statistical society, based on Cochran sampling. From 2957 family, a sample size of 291 families by 95% of confidence level and the variance estimation 25/0% were elected. Because of heterogeneous geography of area, rural families were selected by Stratified random sampling. The selection and explanation of research components were elected by literature review. The independent variable (facilitators of villagers’ participation) in development of rural settlements by 6 components and 76 items measured. Dependent variable, with 111 items in 4 dimensions of environmental, social, economic and physical and infrastructure measured. The validity of questionnaire has been achieved by formal validity and experts’ perspective in this area and the reliability of questionnaire has been achieved by Cronbach’ s Alpha coefficient. Results and Discussion For analyzing the relationship among 6 components of facilitators of villagers’ participation in development of rural settlements in study area, Kendall's tau Yi has been used. Based on findings, all components of facilitators of villagers’ participation in 99% percent of confidence level have significant and positive relationship with Rural developments. For predicting of facilitators of villagers’ participation to development of rural settlements in study area and highlighting the effective components, multiple regressions have been used. Based on findings, there is strong relationship of 686% between to development of rural settlements with facilitators of villagers’ participation. Also 46 percent of variation of development of rural settlements has been explained by facilitators of villagers’ participation. Finally, based on measured standardized coefficients, development of rural settlements in study area affected by 4 components of trust, knowledge, economic participation and participation in physical and infrastructure; meanwhile economic participation and cooperation in current situation with coefficient effect of 237% has most impact in development of rural settlements. Conclusion the main purpose of rural sustainable with villagers’ participation approach is enhancing the quality of life of local peoples, Empowerments, capacity building, increasing the participation and trust, increasing the self-esteem, developments of communicational networks of villagers inside and outside of the village and institutional development. In current research, the position of facilitators of villagers’ participation in development of rural settlements in study area (Chavarzagh and Darram villages in Tarom town) has been studied that its results have been shown that there have been positive and significant relationship among the components of facilitators of villagers’ participation with development of rural settlements in study area. Therefore, facilitators of villagers’ participation (such as: education, trust and membership, knowledge and skill, socio-economic cooperation’ s and infrastructure affairs) in rural settlements in study area associated with development of rural settlements; so, more attention needed to facilitators of villagers’ participation from rural programs planners. Also, based on multiple regression results, apart from education, decision making and policy is making components, other variable and components have significant impact on developments of rural settlements. So that, with increasing of facilitators of villagers’ participation, developments of rural settlements indicators will increase. Therefore, this research finding with other researches such as Rukn al-Din Eftekhari et al (2011), Buzarjamhari et al (2012), NajafiKani and Mirzaali (2012), Shafiei Sabet and Haratifard (2015) and Mitra and Kundu (2012) has conformity. In this basis, attention to position of facilitators of villagers’ participation for Empowerment and capacity making of them in group and solitary in different context has priority, and leads to enhancing of current potentiality of rural settlements for achieving development and better social and economic execution of villagers. In fact, enhancing the facilitators of villagers’ participation in study area for achieving developments of them, considered as an effective strategy, needed more attention from policy makers and programmers in Rural development areas and context and infrastructure for them should be attained.
