Investigating the Challenges of Traffic Police in Promoting Traffic Order in District 3 of IRITPF

Abstract

 Background and Objective: The presence of high traffic roads, the location of various organizations and institutions within District 3 of Greater Tehran, the concentration of private companies, and the existence of numerous hospitals, schools, and universities have made this area one of the most challenging traffic zones in the city of Tehran. Accordingly, this study was conducted with the aim of identifying the challenges faced by the Traffic Police in maintaining Traffic Discipline in District 3.Method: This study was applied in purpose and exploratory in nature, combining qualitative and quantitative approaches. The qualitative population consisted of traffic police experts from the IRITP Command of District 3; commanders and senior officers with more than fifteen years of specialized experience in traffic management. The quantitative population included all 75 traffic police personnel of District 3 of Greater Tehran. The sampling method in the qualitative section was purposive, with a sample size of nine participants, while the quantitative sampling employed a census approach. Data collection was performed through semi structured interviews and a researcher developed questionnaire containing 30 items. To identify challenges, the thematic analysis method was applied, and structural equation modeling (SEM) was used to validate the qualitative findings.Findings: The findings of qualitative and quantitative analysis showed that the challenges of Traffic Discipline in the 3rd IRITP area of Tehran are divided into three categories: structural, environmental and behavioral challenges. In total, 11 Structural Challenges, 12 Environmental Challenges and 7 behavioral challenges were identified in the area's Traffic Discipline.Results: Based on the identified challenges, it can be concluded that improving Traffic Discipline in District 3 of Greater Tehran requires coordinated actions by both the Traffic Police and the Municipal Administration of the district. The municipality should take measures regarding the issuance of land use change permits, the use of smaller vehicles such as minibuses and vans, the construction of parking lots, and the establishment of bicycle lanes, among other initiatives. The government should allocate the necessary budget for developing and expanding public transportation fleets within the city and specifically in this district. Furthermore, the Parliament should enact appropriate legal regulations to organize and reform the amount of traffic fines.
