Abstract

In the contemporary period Because of the large difference between villages, it might be inaccurate compare between them. Some of villages have all environmental facilities with high quality, so the inhabitants of the sevillagesno need to think about living in the city. On the contrary, in some of villages the inhabitants faced with the environmental problems which lack of biological facilities is so that in the mind of every viewer' sarelikehundreds of years ago villages. In creating such this situation, factors of rural management and planning are most important in compared to other factors. As a percentage of functions related to provide the necessary capital for rural projects and programs are concerned to how rural planning and rural management. There fore rural management and planning at macro and micro level scan beraisedas the most important factor in RURAL DEVELOPMENT (Asayesh, 1374, p 52).This research aimstoinvestigate the ROLE of local leaders in RURAL DEVELOPMENT, the central city of Rasht using descriptive and analytical approach utilizes a library of documents and field observations and questionnaires. The main objective of the research is investigate the ROLE of local leaders in RURAL DEVELOPMENT in the central city of Rasht and there sultsareas follows: In analyzing the ROLE of village leaders, all respondents believe that a village leader can have a high impact on RURAL DEVELOPMENT, and all respondents have expressed their attitude tow ardsrural development and why there is a need for development in rural areas.5.94 percent residents are considered essential to the formation of local management and council in villages and believe that the ROLE of local leaders in RURAL DEVELOPMENT is essential. They have expressed the necessity of establishing local management in terms of economic, social, cultural, and all cases. So 4.26 percent of respondents have expressed the ROLE of LOCAL MANAGERS in RURAL DEVELOPMENT in the central city of Rasht is very high, 5.50% high and 3.18% average.They state that managers follow-up in rural issues have been at a very high, and high level. They believe that LOCAL MANAGERS have been able tore solve problems in the CENTRAL PART and the ability of LOCAL MANAGERS to solve problems in the CENTRAL PARTisveryhigh and high.
