Abstract

In this research by using Policy Analysis Matrix, we have studied Comparative Advantage and government protective polices of Corn. Thus we calculated NPIC, EPC, NPC, DRC and NSP indexes in 2010-2014 period for province Corn product by using policy analysis. For this purpose the calculations were done in two ways, one for professional farmers and another for middle class of this province. In four years under studied, Corn production DRC index for normal farmers for agricultural years of 2010-2011 was less than 1 and shows advantage. But for professional farmers, DRC index for 2 years of 2011-2012 and 2012-2013 was calculated less than 1 that shows advantage. Obtained NPCI index shows that government productive polices of corps in every year was positive. Also calculated NPC index shows that government protective polices of Corn products caused loss for farmers just in 2011-2012 and for other years the Corn guaranteed price by government was more than global market price and this product was involved in circumstantial subsidy. Effective protective coefficient of EPC for Corn in all years was more than 1, that shows government effective support. Net profit making social index of NSP for professional farmers in 2011-2012 and 32012-2013 and for normal farmers in 2010-2011 were positive. Net profit making for another years was negative and shows net social loss.
