Abstract

Fundamental changes in bureaucracy in our country have been noted for many decades by scholars in the field. In 2002, the Ministers’ Board agreed to implement a seven-principle program of transformation in PA by state apparatus. The new definition of the state is as a facilitator and accelerator factor of development; the goal of program is improvement of COMPETENCE in PA. The TRANSFORMATION PROGRAM should be implemented simultaneously to achieve the goal. This paper examines the relationship between the implementation strategy for the TRANSFORMATION PROGRAM of PA and the COMPETENCE of the state.Using a common index, we gathered a sample of 99 participants from the public implement apparatus of center of the West Azarbayjan province. The findings show mismatching between the program and implementation due to political, technical and organizational centralization; lack of proper motivation for top managers; lack of non-governmental institutions in the process of evaluating performance.
