Abstract

Economic progress is based on scientific and technological DEVELOPMENT. Therefore, building the infrastructures and institutions that related to SCIENCEs and technologies is a vital need for developing countries. In this article we discuss about important factors that influence this process and how we can be a lee for it. A basic plan and a general law for scientific and technological DEVELOPMENT are presented as two results of our analysis.
