Abstract

 In this study, resilience of Bagher-Shahr city from Tehran cities and the capital's margins against natural disasters has been investigated. The present study is aimed at cognitive research and methodology with an evaluation-analytical approach. The data gathering was done using a documentary-survey approach using questionnaire tools and field surveys. The sample size of the study consisted of 30 specialist personnel in urban management structure and those who had enough knowledge about Bagher-shahr city were identified and selected using snowball technique. Data analysis was performed using descriptive statistical indexes, Shannon entropy model and vikor model with SPSS, GIS and Excel software. The findings of the research indicate that the four dimensions of resilience (physical, economic, social and institutional) have the most important physical and environmental dimension in the low resilience of the city of Baqera-shahr. Undesirable conditions in neighborhoods and inadequate access to relief facilities and services are among the features of this city that has affected its resilience. In the sub-indices survey at neighborhood level, it was found that the three neighborhoods of the south of the city, with respect to their physical, socio-economic and institutional characteristics, have a lower degree of resilience than northern neighborhoods. The overall results of the research indicate that Baqr-Shahr City has a low resilience to natural hazards and requires attention to its various dimensions, especially the city's physical-environmental dimension.
