Abstract

The PASSIVE DEFENSE POLICY MAKING is considered a subordinate of economic forms and structural necessities in a political system. Those which are in the line of MODERNIZATION and ECONOMIC GROWTH, have the potential of passive defense organizations. This shows that MODERNIZATION and ECONOMIC GROWTH have their own cultural, social, structural and strategic effects. Up until now the passive defense literature has been evaluated in strategic contexts. This article tries to investigate PASSIVE DEFENSE POLICY MAKING in Islamic republic of Iran based on MODERNIZATION and ECONOMIC GROWTH processes.The PASSIVE DEFENSE POLICY MAKING is inevitable in peace, crisis and war conditions. In each of these states, a particular organization and execution of passive defense is considered. Because different trends of MODERNIZATION can affect Iran’s defense orientation, this issue can also affect the passive defense field. One of many means of strategic defense formulation in all countries and Islamic republic of Iran can be considered as a power making process in prohibitory, defensive and passive defense fields. Each of the three elements mentioned, is considered as the inevitable consequence of MODERNIZATION and ECONOMIC GROWTH processes. This article tries to evaluate the effects of ECONOMIC GROWTH after the imposed war on passive defense process.
