Abstract

The criticism of ideological-hegemonic bases of DEVELOPMENT based on modernization and its approaches, caused the formation of an analytical stream against DEVELOPMENT which is called post-DEVELOPMENT. In recent decades, the political and economic orientations toward DEVELOPMENT with its approach toward the elites, has caused the formation of post-DEVELOPMENT. The post-DEVELOPMENT debate in its new forms with the emphasis on a social and DEMOCRATIC approach has criticized the cultural, economic, philosophical and political bases of DEVELOPMENT and in order to move against it as a cultural transubstantiation, has opted an approach of social and DEMOCRATIC representations for DEVELOPMENT. In fact, the immanent relation structure of power in representations of modernized DEVELOPMENT debate and its pure political and economic approaches, has formed the post-DEVELOPMENT debate. A greater emphasis on CIVIL SOCIETY and public PARTICIPATION in DEVELOPMENT process has been a pivotal issue in post-DEVELOPMENT debate. This article describes one of the most important approaches of post-DEVELOPMENT which is DEMOCRATIC DEVELOPMENT. This approach is based on the societies’ changing direction toward five pivotal issues which is considered in post-DEVELOPMENT debate based on society and public and against modernized and western-northern elite-oriented approaches which are based on hegemonic power.
