Abstract

Social sustainability is one of the related concepts to SUSTAINABLE DEVELOPMENT which was considered in the DEVELOPMENT PROGRAMs of many countries since 1960, but because of lack of consensus about its components as well as its position among other parts of SUSTAINABLE DEVELOPMENT, each country has applied its own perceptions. In this study, SOCIAL SUSTAINABILITY components of fourth and fifth DEVELOPMENT PROGRAMs in Iran have been analyzed in the context of sociological theory by the use of content analysis method. In addition, target groups in the DEVELOPMENT PROGRAMs and the kind of policy to support them are evaluated. According to the findings, the dominant approach in these two programs is basic needs approach that considers needs like employment, health, housing and nutrition. Villagers have attracted the most attention in both programs, followed by low-income and women, especially female-headed households. Marginalized, workers, youth, children and the elderly are other important target groups respectively.
