Abstract

 With the Qajar dynasty rise in the beginning of the thirteenth century AH / nineteenth century, especially the Naseri period, because of global developments and increased economic as well as political relations, Iran's presence in the global economic system arose major developments in the country's CUSTOMS agency which the establishment of the Department of CUSTOMS (1292 AH. / 1874.), adjustment and publishing the CUSTOMS regulations, the abolition of tenure and tariffs modern CUSTOMS are among the most important factors.And also the presence of foreign forces in the CUSTOMS and tax affairs in Iran is important. Although these changes led to the emergence of new tariff structure in Iran and CUSTOMS revenue was more than the pre-Ghajar, but couldn’t substrates for economic and financial boom of the country to provide all-round development. As a result, these developments gave power and influence other nations. On the one hand, the influx of foreign goods on the markets of Iran and crafts full penetration of the domestic markets to collapse due to the diversity in products and changes in taste all walks of life and lack of state support national production, On the other hand, excessive IMPORTS of goods from Europe to the borders and establishment of Qajar mismanagement led to the arrival of a large number of commodities including: SUGAR, tea, textiles, ... to be smuggled into the country with the highest injury construction to the domestic industry and agriculture. This article intends to answer the question that how was CUSTOMS status during the NASER-EDDIN SHAH and second, what consequences did the impact of SMUGGLING on this period have on the economic stability and also understand the totality of the economy and the inability to achieve an effective process is in full development.
