Abstract

Media rights, a new branch of jurisprudence, has experienced a flourishing DEVELOPMENT in its relatively short history. Since media play a significant role in DEVELOPMENT of developing countries, they have received considerable attention from law makers and cultural officials. Interestingly, parts of Iran’s fourth and fifth DEVELOPMENT plans refer to MEDIA RIGHTS, wherein not only is the impact of written and virtual media on national DEVELOPMENT recognized, but also the mechanisms through which these media are controlled and monitored are pointed out. The current paper employed a library-descriptive approach in order to assess the significance of media to national DEVELOPMENT. It also investigated those acts of Iran’s fourth and fifth DEVELOPMENT plans legislation which specifically deal with MEDIA RIGHTS. In conclusion, the study finds that the fourth and fifth national DEVELOPMENT plans play a leading role in providing strategic interaction with media and recognising their impact on national DEVELOPMENT. It is, therefore, suggested that extending the concept of media to virtual information tools and introducing rules and regulations which are modelled after laws in developing nations appear to be appropriate ways to determine the status of media in the Iranian society.
