Abstract

The purpose of this research is to develop a model that presents PERFORMANCE indicators, external factors also consider external subsidiaries. This research, as the purpose is applied and the method of data collection is qualitative. In this study, the Delphi method for enumerating all the experts, including administrators and subsidiaries of Mashhad Municipality (14 organizations and 6 subsidiary), have been used. Design pattern final, including 7 indicators CLUSTERING finance 2 Stock CLUSTERING customer, 5 index CLUSTERING process, two index CLUSTERING growth, 7 indicators of financial PERFORMANCE, four PERFORMANCE indicators Jupiter, 7 indicators of process PERFORMANCE and 7 index growth PERFORMANCE was. This research helps top executives of Mashhad Municipality how the organizations affiliated with the Embed features inherent in each of them, monitored day.
