Abstract

The last decade has witnessed increasing claims and/or disputes on public– private partnerships project; however, there have been few attempts to identify causes and avoiding of such claim or dispute that effect on partnership performance. The present study tries to consider the claim-related issues and to identify them based on lifecycle approach by "Focal Group Discussions" method in from Iran’ s contracting authority and concessioner viewpoints to provide a conseptual strategy that it can be used for contracting parties. Statistical society of this work that have been considerated including compehrensive litrture from 1991 to 2019 (the first quarter), tree Iranian Highway Projects, and the comments of professional’ s interviews, also the validity of results were tested by using "multiple triangulation" method. The results identified the key criteria in the categorization of the factors and showed that categories serves as a checklist for both public and private, by which they can achieve the improved Management and claim prevention in their partnerships.
