Abstract

One of the most valuable economic sources in the country is the pastures of the medicinal herbs. The problem of the traits of some harvesters and the growing extermination of pasture on the one hand and the marginalization of native villagers for pastures harvesting led to pay attention to "narrative of the mechanisms of governing the resources of the pastures medicinal plants" as the main issue of this article. In order to provide a precise narrative of the governance of “ common pool” resources while reviewing the laws and regulations of this area, reviewing relevant documents, and interviews was conducted with 20 civil servants and harvesters in this section. As a result of the research, it became clear that in the current situation, the management of pasture resources is in the hands of the government and the procedure for assigning them to individuals for withdrawal takes place through the mechanism of the auction and receiving the property interest. Learning by successful patterns in Governance Of Common Pool Resources with an emphasis on decentralized and native management of pastures in the world countries confirms the important role of redefining Property Rights for native harvesters and designing collective action rules tailored to the cultural context and biological features in Each region. Extraction of these resources by metacentric mechanisms, in addition to preventing rural migration, will lead to a full cycle of exploitation of the pasture, including the restoration, production and maintenance of them, without additional expenditure by native people.
