THE ROLE OF EMPLOYMENT IN THE DEVELOPMENT OF NEW TOWNS IN BRITAIN

Abstract

 It is generally accepted that the policy of construction of new urban settlement started in the 19th century from England. In fact the new towns movement was a policy for DECENTRALIZATION of population and EMPLOYMENT in the UK . New towns were developed to attract extra population from big cities. They also had a regional role for the DEVELOPMENT of economic activity in the depressed areas. The study of new towns policy in the UK may be a useful experience for the management of change in population and EMPLOYMENT in the Iranian new towns. The study of Iranian new tmvns indicate that they have not achieved their demographic objectives. For these reasons, we have studied the role of EMPLOYMENT opportunities in the DEVELOPMENT of British new towns. In general the new towns programme in the UK was basically sponsored by the central government. They were created with specific objectives and characteristics. One of the principle ideas of BRITAIN"s new towns programme was creating self contained towns. This objective is usually stated in terms of matching the number of jobs in the town to the number of workers living in the town. In order to achieve the objectives of this research, we have used the labour market accounts method. Using this method, we shall examine the relationship between change in EMPLOYMENT opportunities (labour demand) and change in labour supply. The results of the labour market accounts for British New Towns showed that migration was job-related. Of course these results indicate thatthree major British new towns which were in different stages of DEVELOPMENT, had different economic conditions. This was reflected in the labour market of these towns.
