Abstract

These days, empowerment is regarded as a profitable means of improving the employee quality and increasing organizational effectiveness. All organizations, including the Municipality of Sari require knowledge, ideas, energy and creativity of all employees, from first line employees to top managers to succeed in today's changing business environment. Favoring the collective interests of the organization with minimal oversight by the owners of the organization, organizations empowered their employees and encouraged them to take initiatives, without pressure, to achieve this purpose. This research focuses on the factors affecting the empowerment of employees of the municipality of Sari. This is a descriptive survey research whose statistical population included employees of the municipality of Sari (N = 1698). Cochran's formula was used to select the sample including 225 employees who were selected by proportional sampling method. The results indicated that organizational, economic, educational, social and occupational features affect the empowerment of the employees of the Municipality of Sari. Furthermore, the results of Friedman rank test showed that economic, organizational, occupational, social and educational features have the most effect on empowerment of employees of the Municipality of Sari respectively.
