Abstract

strategic management is the science and art of formulating, implementing and evaluating multiple task decisions that enables organizations to achieve their goals. The aim of this study was to design an effective mechanism to implement strategic plans in Iran sport organizations and federations. This study had a qualitative approach and the Grounded theory was used as the research methodology. High level documents and deep and open interviews with 28 elites who were aware of this subject were used to collect data. The validity of this study was examined and approved by the interviewees and then expert professors. The reliability was %87 which was obtained using the methodology of the interstitial agreement. For data analysis, the continuous comparison method in three stages: open, axial and selective coding was used. The results showed that the implementation of strategic plans was influenced by factors of human resources development, external factors, organizational environment factors, management factors, educational factors, cultural reform factors, structural and process reform factors, and implementation mechanism. Sport organizations and federations can transmit the strategic plans to the operational stage with the step-by-step implementation of this mechanism and complete the gap between formulating and operation.
