Title

Sociological Studying on Sustainable Public Participation in Rehabilitation and Reconstruction of Urban Distressed Areas (UDRs) – (Studied Case: UDRs of Tehran City)

Abstract

 Scattering of worn-out areas in the 22 districts of Tehran is a major challenge for the city. The Fifth Development Plan mandated a 10% revitalization of worn-out areas that could not be carried out by the unilateral entry of the Ministry of Road &Urban development. In the Sixth Development Plan, the issue was refined and 21 city offices were required to play a role, but evaluations showed that goals were not realized due to top-down planning and very low public participation. Therefore, the main issue is to examine the status of people's participation as the real beneficiaries of these programs. Using a qualitative-quantitative (questionnaires, interviews) method, and drawing on a descriptive-analytical approach and grounded theory, collected information including reasons, motivations, values, beliefs, and experiences of the inhabitants of the worn-out urban areas were analyzed. of their information and awareness. According to the theoretical framework of the research, participation stems from building trust, raising awareness, and empowerment of the residents-a topic that has not been adequately addressed in development programs. The findings of the study indicated that the level of public participation is low due to lack of awareness and information, which is contrary to the goals of the programs which, in turn results in the weakening of social trust and deepening cultural, social and economic poverty in worn-out urban areas. The multidimensionality of these challenges calls for the necessity of using multiple and simultaneous tools and programs. In this way information, education, improvement of social service experience, reinforcement of social responsibility and empowerment along with the use of the Block chain as an information platform on security, transparency and trust can be helpful.
