Abstract

Nowadays, increasing development in information and communication technologies (ICT) created a hiscoric opportunities for governments to deliver better services to the people. Hence, development of E-GOVERNMENT projects in different countries has started for more than one decade. Noting the importance of the ICT, the IRANian government in 2002 set up a special plan, called TAKFA. This research addresses degree of E-GOVERNMENT progress in IRAN by considering characteristics of websites of public agencies. The UN five-stage model was adopted to evaluate E-GOVERNMENT readiness based on website assessment. Findings of this research indicate that, in general, public sector agencies are in first stages of E-GOVERNMENT, but progression does not resemble a linear pattern.
