Abstract

Purpose: The construction of the concept of "Electronic Governance" has played an important role in shaping the electronic goals of the information society; therefore, the present study aimed to present a model for the establishment and development of e-governance in using Meta-synthesis Approach. Design/ Methodology/ Approach: In this study, Meta-synthesis method was used. For this purpose, after searching the databases from 2000 to 2019, 42 studies closely related to the subject under study were selected and analyzed. Findings: Based on the analysis performed using the content analysis method on 42 selected final articles, a total of 4 categories, 16 concepts and 115 codes were identified and labeled for establishment and development of e-governance, among the identified codes, ICT, high speed internet and Secure, technological conditions, infrastructure design, information confidentiality, diverse actors, improved government processes and service reliability were ranked first and were identified as the most important factors in establishing and developing e-governance. Constraints and Consequences: Given the global theoretical foundations in this study, their specific characteristics should be considered in order to use the results of the present study in government agencies of the country. Practical Consequences: The model presented in this research can be a good roadmap for the establishment and development of e-governance in governmental agencies. Originality or Value of the Article: One of the innovations of this research is which can be a good model for other researches in this field.
