Abstract

 Regarding the fact that conscripts compose the main human resource offered to the armed forces, it seems quite essential to develop a model for the optimal management of them. The supreme leader places special prominence on the proper application of conscripts, especially the educated ones, in order to take the best advantage of their capabilities, and to provide the situation for these young people’ s progress during military service. Regarding the purpose of this study, concentrating on the development of a desirable model for human resource management of the conscripts on the basis of the creeds and commands of the supreme leader, grounded theory method was used for this study. The statistical population of the research includes the creeds and commands of the supreme leader regarding public service. According to commands of the supreme leader, the requirements of optimal management of conscripts were identified as the causal category of the model, including: optimal allocation, optimal awarding, optimal training and optimal command of conscripts. In the optimal employment of the conscripts, priority is given to the real requirements of the armed forces, and their education, expertise, dignity, and special conditions should be considered. The strategies for implementing the desired model contain: 1. defining new fields, such as knowledge-based areas, rural development, and developing entrepreneurship; 2. structural reform of the armed forces; 3. setting informational systems for the conscripts; 4. transformation of the military training system; 5. improving the detention systems; 6. rich plans for the conscripts’ leisure time; and 7. controlling the qualitative use of conscripts. Optimal management of conscripts bring about great achievements for the conscripts (empowerment and enjoyment), for the armed forces (increase of military productivity and pleasure, and consequently reduction of fugitive soldiers) and for the government (promotion of optimistic look of the conscripts towards the system, training religious and revolutionary youth), and training human resource for the system).
