Abstract

The effective rate of PROTECTION measures the net protective effect on producers of any product due to the structure of PROTECTION on both its inputs and its outputs. It is a useful criterion for assessing the orientation of trade policies in a country. In this paper, in order to evaluate trade orientation in IRAN in 2000/2001, we estimate effective rates of PROTECTION for production activities. Our estimating is based on the official tariff rates, estimated tariff rates which include non tariff barriers and INPUT-OUTPUT table for 1999/2000. The results denote that the effective rates of PROTECTION are high in many industrial activities and in most of them there are significant difference between the nominal tariff rates and the effective rates of PROTECTION. In many industrial activities, the effective PROTECTION rates based on the official nominal tariff rates are lower in comparison with the effective PROTECTION rates based on the estimated tariff rates. The result shows that the non tariff barriers have important and significant role in the manufacturing PROTECTIONs in 2000/2001.
