Abstract

The issue of EDUCATIONAL INEQUALITY between monolingual and bilingual, urban and rural, and deprived and privileged regions of the Western Aazarbayjan province is addressed here in terms of the chances of enrolling in the educational system, benefiting from the resources inputted to the system, and the system output. Using the data available at the educational offices of the province and the Provincial Offices of the Planning and Management Department, the above-mentioned regions are categorized as privileged, deprived, and balanced in terms of educational opportunities and facilities. The results indicate that in all the regions, boys more than girls, urban population more than the rural population, and northern areas more than the southern areas have access to education. Considering the limitation in local resources and the infrastructure of a border area like this province with ethnic and religious diversity, the role of the government in promoting internal development is crucial for the provision of the needed educational foundations. Hence, it is suggested that the organizational structure of the region is adapted to the special conditions of the province and REGIONAL PLANNING is undertaken.
