Abstract

Background and objectives: Countries with dynamic criminal policies have community-based policing organizations that, instead of relying on repressive tools in dealing with crime, engage in extensive and constructive interaction with all elements of society, especially the people and social institutions, to support society in maintaining order. Such interaction is a clear symbol of the concept of participatory Criminal policy. The purpose of this study was to identify the factors affecting the promotion of participatory Criminal policy in the police force of the Islamic Republic of Iran. Methodology: This study has been done with a qualitative approach and Delphi method. The statistical population of this study includes 15 professors of Amin Police University and officials of I. R. I. Police Social Affairs Deputy and various categories of specialized police officers of I. R. I. Police Headquarters, with MA and PhD degrees in law, sociology and management, with scientific and practical jobs related to Crime prevention. They were purposefully selected and their opinions were collected during three stages of Delphi panel implementation. The data were analyzed using SPSS software and one-sample t-test. Findings: According to Mirzaei Ahranjani's three-pronged theory, 7 underlying factors, 9 behavioral factors and 6 structural factors as factors affecting the promotion of participatory Criminal policy were counted and agreed upon by the experts. Results: In order to maximal use of the capacity of people and institutions to achieve the goals of participatory Criminal policy, the police must make changes in the structure, behavior and context, based on the factors identified in this study.
