A Model for Streamlining Human Resource Management in Government Organizations

Abstract

 Background and objective: Recently, game-oriented thinking is expanding to non-game contexts including organizational contexts such as human resource management. Method: This research is applied in terms of purpose and descriptive survey in terms of method. It has also been done with a sequential mixed research approach. In the qualitative section, to identify the components of the model, interviews were conducted with 11 faculty members and senior human resources managers in government organizations, which were analyzed by theme analysis method, then the extracted components in the questionnaire were the basis of quantitative research. Participants in the quantitative section were 360 ​ ​ employees of government executive bodies who were selected based on the sample size suitable for factor analysis and selected by simple random clustering. The data collected from the questionnaire were analyzed using Smart PH software. Findings: Based on the qualitative results, the human resource playback model includes three components: mechanics, dynamics and emotions. Based on the quantitative results, the components of playfulness have a significant effect on human resource management practices and employee behavior. Also, the type of organization affects the gameplay in human resource management. Conclusion: According to the research results, playfulness increases the involvement and motivation of people to perform tasks. Therefore, the components of game development should be considered by managers of organizations in order to be more successful in achieving organizational goals by using it properly. Also, the game development system must be in line with the nature of the organization.
