Abstract

The general purpose of this study is to identify and rank the factors affecting the development of Citizenship Education in Gorgan Municipality. The statistical population consisted of all participants in the training courses of Gorgan Municipality Education and Culture Center in the second half of 1400(Solar year), in which 290 people were selected as a sample and by simple random sampling. After describing the statistical population and the variables of research and validity and reliability of the questionnaire, the effectiveness of each variable was investigated. The results show that the factors (social factors, cultural factors and behavioral factors) are effective in the development of Citizenship Education and the process of fuzzy hierarchical analysis to rank and determine the importance of the factors indicate that the social factors of weight education 0. 44 in the first priority, cultural factors of education with a weight of 0. 3 in the second priority and behavioral factors of education with a weight of 0. 26 in the third priority have been effective. Data were analyzed using FAHP technique and Expert Choice software. Also, in analyzing the concordance of opinions based on descriptive demographic variables, it was found that learners with different genders, types of marriage and different levels of education had similar views on the impact of all three factors as effective factors in the development of Citizenship Education.
