Abstract

Introduction: Increasing attentiveness to planning and the necessity to pay attention to upcoming challenges are the main requirements of the current societies. Evaluating and monitoring a strategic plan is a logical element and a ring of the planning chain for performance feedback. As the main element of planning is commitment and responsibility, the necessity to achieve exact recognition of acting based on the commitments is unavoidable. Accordingly, this study is aimed at specifying the amount of realization of the Perspectives and goals of the operational-strategic plan of Shiraz during 2013-2018. In terms of purpose, this is an applied study, and in terms of nature and method, it is a descriptive-analytical work. Method: Data collection was done using documentary and library methods and using the questionnaire filled out by 30 urban experts. Besides, the weighted average method and factor analysis were used to analyze the amount of realization of Perspectives and goals of 5-year operational-strategic plan for the City of Shiraz. Results: The results show that the weighted average of all Perspectives of Shiraz on the horizon of the project is above the intermediate level. The realization level of Perspective of social and cultural axis n the tourism sector with a weighted average of 6. 8 and the urban management axis in the technology sector with a weighted average of 6. 8 are in the desirable situation compared to other Perspective axes of Shiraz. The most underlying factors affecting lack of realization of plan goals include inattentiveness to specifications of local communities and their needs,discontinuity of different steps of planning,inattentiveness to the schedule of plans,inflexibility of some plan axes, and instability of municipality revenue. Conclusion: Finally, using Factor Analysis Model, 5 factors affecting the realization of Perspectives and goals of the operational-strategic plan for Shiraz were specified. The most highlighted suggestions in this study for further studies can be making a coherent relationship among different parts of the plan so that the various Perspectives and goals of the plan cover each other.
