Abstract: 

Increasingly speed of technological changes in one hand and the change in the nature of customers ’demands and the competition intensity among organizations on the other hand have caused organizations to be in search of new competitive advantages over rivals and better supply of customers demands. It seemed that the movement towards the establishment of organizations which are highly flexible and speedy in response to changing, unsustainable and unpredictable environment is a new and critical solution in this issue. Achievement of such targets is resulted in the light of new concept of organization agility. Therefore this article is intended to determine the value and the significance of organization agility as pivotal axis of organization flexibility and responsion speed against established changes. Thus the theoretical bases of organization flexibility and responsion speed are deeply investigated. Based on the results of this research, traditional organizations cannot respond timely to customers’ demands and surrounding changes and developments. Then the continuation of their life will be impossible. Research and investigation in different sources also indicated that the learning organizations and virtual organizations are among organizations which due to having characteristics of agile organizations can better and faster adjust to surrounding environments through remaining in competition arena.

Abstract: 

Today increasing developments in business, rapid changes in markets and increase in competitiveness have triggered organizations to pay more attention to strategic planning and management. Furthermore understanding performance management techniques in organizations have dramatically increased the ability of organization to recognize strategic factors. Meanwhile balanced score card is recognized as a significant tool to establish strategic oriented organization and performance oriented management which based on organization macro targets and perspective aimed at economic development and growth and establishment of value in long term.Strategic map is considered one of the fundamental bases of balanced score card success. Of course it has some weak points. For example it has no clear solution for diagnosis of key indicators and their relations and also the causal relation in strategic map is unilateral. Therefore fuzzy cognitive map is an efficient method for recognition of phenomena and their relations and can be useful in development process of balanced score card and assure managers in formulating strategic map.

Abstract: 

Within outsourcing process several different decision making models are required. Therefore after investigating benefits and deficiencies of outsourcing and choosing activities with possibility of being outsourced in the first model, for final decision about outsourcing each of nominated activities to be outsourced, another model is required. In this article the total outsource able activities are identified and a decision making model for more precise decision and the type of outsourcing strategy is introduced. In this way, first the most significant factors influencing the decision are determined through literatures review and interview with experts and final model based on hierarchical analysis process is developed. According to results of model execution in said organization, outsourcing to subset organizations occupied the first place and outsourcing to private sector and not outsourcing occupied the next place. Also regarding the structure and model outputs, development of such model in relation to other activities within the set, organization in addition to prioritize the outsourcing of different section can determine the outsourcing strategies of any particular section.

Abstract: 

A major problem in many organizations and institutions is the absent of enough information regarding the extent of wisdom and knowledge of available people. Knowledge effective management focuses on solutions covering the whole system is the most important tool to solve this problem. Different institutions and thinkers have so far introduced more than 26 models about knowledge management. Among these, the model of Nonaka Takuji is chosen to study the state of knowledge management in Iran police department of communication and information technology. The results of research data analysis indicated that Iran police department of communication and information technology obtained 2.75 points in knowledge management which means the department has very low record in focusing and using knowledge and department of communication and information technology should fundamentally implement knowledge infrastructures and projects. Furthermore it should attract the attention of its personnel to organization knowledge assets by educating its managers and personnel.

Abstract: 

The theory of community oriented policing which is dominant in Iran police approach and in most successful polices of the world against the theory of traditional policing, there are other innovative methods for solving crime and disorder which problem oriented policing is the most important ones.The effect of problem oriented policing in police departments to solve some disorder and crime related problems in many different researches have been approved. Thus the growth of this trend is slow. Therefore for optimized execution of this approach in police methods, it is necessary to take into account the organizational and individual requirements. In this article first the place and the relevance of problem oriented policing in presentdominant theory namely community oriented policing is determined. The administrative method and its administrative difficulties mentioned and then the organizational requirements of problem oriented execution are specified. The requirements include: training, computer software application designing, structure reengineering, personnel job description, rewards and promotion systems, emphasis on line managers and teamwork and also creation of police information departments at the administrative level.

Abstract: 

In past consecutive years, many organizations have attempted to provide the ground for emergence and formation of innovation in their structure and enjoy the innumerable benefits. Now innovation is considered a mechanism to encounter organization deep rooted problems and different dimensions of innovation have been the focus of many researches. The purpose of this research is to define the concept of innovation in police and to study the benefits and execution obstacles of innovation. Particularly the most significant execution obstacles in relation to available resources are introduced such as human resource and budget with the innovation level. Finally a practical sample of innovation realization in US police is studied.

Abstract: 

Numerous companies are expecting their knowledge management (KM) to be performed effectively in order to leverage and transform the knowledge into competitive advantages. However, here raises a critical issue of how companies can better evaluate and select a favorable KM strategy prior to a successful KM implementation. The KM strategy selection is a kind of multiple criteria decision-making (MCDM) problem, which requires considering a large number of complex factors as multiple evaluation criteria. A robust MCDM method should consider the interactions among criteria. The analytic network process (ANP) is a relatively new MCDM method which can deal with all kinds of interactions systematically. Moreover, the Decision Making Trial and Evaluation Laboratory (DEMATEL) not only can convert the relations between cause and effect of criteria into a visual structural model, but also can be used as a way to handle the inner dependences within a set of criteria. Hence, this paper proposes an effective solution based on a combined ANP and DEMATEL approach to help companies that need to evaluate and select KM strategies. Additionally, an empirical study is presented to illustrate the application of the proposed method.
