The Collapse of the Soviet Union and following crises in the East Europe and Balkan area on one hand, and Europe inability to handle and manage the crises on the other hand, were indicating the lack of a coherent political and security Decision making structure. This made European countries to refuse U.S. political and security supports and play a better role in their geographical area. The process finally led to a common foreign policy as a basis for a common security and defensive policy. The main character of this policy is the efficient role of Europe in managing security arrangements in its geographical area in absence of NATO and U.S. during any crises.

The article with regard to subjects such as methodology and epistemology, tries to explain the methodological aspects of political science from Post- Modern approach. When we talk about the methodology from the Post- Modern view point, deconstructionisn is the only term which one can imagine that Post-Modern approach and analysis applies in political science, This approach has a different view to the case of science, especially, political science and emphasizes on relativism which purifies in familiar margins from science and prepares the suitable conditions for an impartial analysis regarding political problems in Post-Modern world.

The subject of energy and its stable supply with low price has always been one of the important engagements of advanced industrial countries. Dependency of industry and domestic consumption on energy resources has caused the Europe and U.S. to meet their demands through war or talks. Energy subject is one of the most influencial issues in Russia and E.U. mutual relations. E.U.’s increasingly energy need on one hand, and Russia's enjoying of rich energy resources have made dependent future Russia and E.U. relations more and more on energy resources. The article observes the subject and its different aspects.

European Union, from the beginning of its role in world and regional issues has been engaged as an important actor in the Middle East conflict and peace process. Europe, despite of the cold war period obstacles has been trying to play an active role in this region and its conflicts. By peace talks in 1990 decade, E. U. improved its role from economic to political and made a clear position on Israeli _ Palestinian conflict which later on considered as part of the principles of peace plan. By introducing road map, Europe alongside U. S. became a major actor in the Middle East peace process. The article tries to explain the changing positions of E.U. on policies regarding the Middle East conflicts and peace process.

Today, higher education is regarded as a subject suitale to special attention, so, it is necessary that the subject and its different aspects to be taken into consideration. Karaj Islamic Azad University was founded in the year 1363 and now it is regarded as a comprehensive unit. The article attempts to consider the falling quality of education (failed and conditioned students) among students educating in Faculty of Law and political science as one of the university's Faculties with 1915 students. The study refers to second term of 1388 – 89 educational years and includes 62 failed and conditioned students of the same year. The research intends to make a meaningful relation between variables such as age, occupation, marriage, diploma grade, place of living, on the one haud. The research methodology is based on description, exploration, case study, documentary, and descriptive statistics. The research is also following one variable approach.

There is no doubt that Islamic Azad University since its establishment till now has played an important role in social and cultural developments in the country. Islamic Azad University, by enjoying a wide higher education networks throughout the country has brought about permanent effects in educational ground inside, and has been considered as one of the article concerns the influential role of the university in cultural area and the sub – cultures. Also, the influence of the university in remote areas has created new opportunities for interaction between different cultures and sub - cultures. Such an opportunity is the main cause of cultural relativism.

Polemic is the best and most suitable method to search different aspects of ideas and doctrines and also to reach better understanding and convergence between them. This of course is due to the clarity of subject and explanation of principles so that the persuation of discussion. The article which has been writtin on the basis of a series of conversations between the auttor and one of the Sunnite's expert attempts by using olemic method to realize the political ideas of Shiite within Imamate discourse.
