Considering the various definitions of culture, which is indicative of its glory, spread, and its out standing role in the human life, its uses are also so vast that in many cases, the term culture or not having a culture becomes synonymous with development or under development of a person or society. Thus, with regard to the vast role of the culture in the society, the present article, aiming at presenting a bright image of the literature, definition, identity and performance of the culture, studies the role and the position of the culture in solving the human problems and specifically in the development of the societies, so that by enjoying the central roles culture plays, one can overcome the troubles and predicaments of the human societies and witness their rise and elevation.

Safarud River is placed as farasits source that is javaherdeh high altitude still its maximum limit which is Khazar Sea and its direction is north east to south west. The long distance between its source and can cause different changes and a lot of transformation along side.One of the obvious agents and important Geomorphological phenomena in the area of the Safaroud river is land sliding that its occurrence causes the obstruction of roads. Destruction of agriculture gardens, plant coverage, erosion of lands, damage of residential areas and killing the human beings, too.Studying the Geomorphology of landslides and the factors contributing to their occurrence as well as determining of danger points and to give methods of controlling them are deemed to be important since the considered are a is one of the most important regions for the water supply and also the biggest of tourist center and that it can be used for planning purposes.Arc Gis software has been used for parting the land of dangers of landslide as well as for preparing the maps.It is known about 33 landslide in this basin which some factors like Geology, plant covering, soil, climate, Hydrology, Geomorphology and human activities in the landslide affection it.

The nature has showed its cruel face to men with phenomena such as flood during the history, while the men were unable and helpless against natural disasters not long ago and always thought to live peacefully with such disasters, but unfortunately they suddenly took place and many innocent people died. The river is regarded as the most dynamic system of the nature. In the Madarso basin some factors including geology and soil, drought, change, land use, damaging of the vegetation, exploiting the bed, the intensity of the precipitation etc have a key role in occurring the floods.

Fuel consumption and energy is, nowadays, one of the major concerns for modern men. Limited fuel resources on the one hand and the over consumption of fossil fuels on the other hand has totally led to environmental problems and major changes including: the weather warmth, the North Pole ice melting and various other problems for the inhabitants of the globe. Due to the above mentioned problems, many countries especially industrial ones have followed the natural resources such as solar and wind energy based on their climate conditions with their respective architecture. Regarding the present condition of fuel consumption in Iran, unfortunately there seems to be no harmony among between the Iranian architecture and the construction materials used. Using the traditional wind-traps, shades, and sleeping porches, in older buildings in the past today we witness imitation of western models in architecture and under–estimation of construction materials and their compatibility with environmental factors in modern Iran. So, there seem to be more environmental pollution and energy loss than in the past.During the present paper, we have tried to provide some practical guidelines so as to use more natural energy resources in making, so called, a green city.

Cities can be considered as a place for presenting all potential abilities of human. Concentration of population in urban areas and rapid growth of urbanization resulting from immigration have been caused many problems in giving appropriate services to people. In turn, this is a main obstacle in operating such services to society. The mentioned problem with people disinclination in urban development activities, which is resulting from disciplinary way, all to gather are mage many difficulties facing decision makers in providing necessary people's needs. Thus, establishing an efficient urban management as a directional custom could be vital. This can be one of the ways in supplying suitable and appropriate services to urban societies, leading to human sustainable development.The main objective of this study is to represent a comprehensive definition of urban management system. It also will make a clear explanation of such management objectives in order to introduce the desirable characteristics and criteria of urban management system.

Urumia is one of the old cities in the northwestern Iran which owes its fame to many historical and ancient monuments including its old bazaar. Like many other old cities in Iran, Urumia, having many old and time worn urban structures, requires the administering of the urban reconstruction plans. This article, aiming at the study of one of the reconstruction plans in Urumia, tries to evaluate the positive and negative effects of the project, specially its influence on the physical development of the city and its final results on the arrangement of the adjacent structures. The method applied in this study was based on documentary and field studies and then analysis of the project using the GIS software to study the convergence or divergence of the structures. Although administering the reconstruction plan to the eastern part of bazaar improves the city structure in the stated area, the findings of the study showed that it has led to some sort of heterogeneity in the main structures in the area.

In this research method of strategic planning in preparation and response to crises from natural disaster has been studied in physical confined of Tabriz. Nowadays subject of crises arise from natural disaster in big cities and megalopolis becomes as an important issue because it has effects on growth and stable development of city. Tabriz is also threaded by natural disaster especially flood and earthquake seriously, so this subject is studied as an important problem.Research data which includes statistical information from events are obtained by information metrology stations, studding documents from libraries and zonation earthquake and seismology plan. In order to analyze these data S.W.O.T method has been used. In these method strengths, weakness, opportunities and threats have been examined.

After the victory of the Islamic Revolution of Iran and based on the regulations and conditions stated in the economic, social, and cultural developmental programs form the Maskan Bonyad of Islamic Revolution, the rural Guide plans are provided, approved and executed in provinces all around the country including Guilan.The most important goal in this plan is the village renewal in its physical, economical and social aspects, and “ordering and reforming the configurations present in the village, the amount and location of future developments in the village, and knowhow to use the land for various purposes” are considered the three main goals in a rural guide plan.The rural guide plans, in the three stages of provision, approving, and execution, pass through a relatively complicated process which includes choosing the qualified villages, approving them at the city committee of planning, holding the technical committee sessions, and the job of project approval and execution group.The necessity of provision, approving, and execution of the rural guide plan, implementing the local manager’s comments in the villages, budget planning, taking care in the choice of the villages qualified for executing the rural guide plan, defining the village borders, and paying attention to the execution of the approved rural guide plans in Guilan province are among the findings of the present research.
