Abstract

After the victory of the Islamic Revolution of Iran and based on the regulations and conditions stated in the economic, social, and cultural developmental programs form the Maskan Bonyad of Islamic Revolution, the rural Guide plans are provided, approved and executed in provinces all around the country including Guilan.The most important goal in this plan is the village renewal in its physical, economical and social aspects, and “ordering and reforming the configurations present in the village, the amount and location of future developments in the village, and knowhow to use the land for various purposes” are considered the three main GOALS in a rural guide plan.The rural guide plans, in the three stages of PROVISION, APPROVING, and EXECUTION, pass through a relatively complicated PROCESS which includes choosing the qualified villages, APPROVING them at the city committee of planning, holding the technical committee sessions, and the job of project approval and EXECUTION group.The necessity of PROVISION, APPROVING, and EXECUTION of the rural guide plan, implementing the local manager’s comments in the villages, budget planning, taking care in the choice of the villages qualified for executing the rural guide plan, defining the village borders, and paying attention to the EXECUTION of the approved rural guide plans in Guilan province are among the findings of the present research.
