Discussion of the importance and necessity of addressing the reduction of traffic accidents in Iran is obvious, because statistics show a terrible figure of 293148 killed and 21800 wounded in eleven months of 1389. Among the factors influencing the occurrence of accidents such as human factors, road, vehicle and weather, the human factor is recognized as the most important one. This study aimed at developing and priotizing strategies for reducing driving behavior abnormalities with the use of the SWOT model. Statistical population comprised all experts and officers of Seman province, of which a total of 285 individuals were selected as sample by using multistage random sampling method. The research method was descriptive survey. The research instrument was Manchester Driving Behavior. Data were analyzed by descriptive and analytical statistics including t test, chi square, and freedman and Kohen test. After identification of driving abnormalities, SWOT model was used to develop strategies to reduce the driving behavior abnormalities. The results indicated intentional fraud, inadvertent errors, inadvertent violations, and slips are causes for driving accidents.

Knowledge management in police viewed as a guide for turning in to a knowledge-based and networking organization which regarded as a most important stage in policing guidance fields. The management as a conceptual point has rooted in necessity of evolution in policing opinions, national patterns and the necessity of knowledge based policing. In complicated and dynamic fields, the need for knowledge has been developed increasingly. NAJA with the goal of policing knowledge development has taken the vital actions on its agenda and has drawn up future knowledge diagram of 1404s perspective. At this point, knowledge management has been regarded as the main key of success in this field. Through implementation of this structural outlook with the help of knowledge orientation outputs, some principals and special dimensions have been designed and performed which its main trend is knowledge management in the field of policing-security and with the aim of impression on security and order mission performance. Knowledge management of policing can take the fundamental steps toward more efficiency and productivity of police missions and removing possible weak points through formulation and enjoying the collection and sorting staffs experiences. Considering and explaining the concepts, principles, guides and structure in knowledge based system of NAJA is the main goal of this research. Moreover, with regard to the knowledge based structure of NAJA in Forth Development Program, some efforts have been taken towards drawing the path on producing and maintenance of knowledge in NAJA that to be considered as an acquiring system through the process of knowledge management. This research has been implemented with the descriptive-analytic approach. In order to developing knowledge management in NAJA, a group of factors should be regarded. Classification of these factors can make the organization employing the tools regularly and systematic for more efficiency in NAJA.

This paper aims to investigate the relationship and effect of law "for" the "social order" has been set up with basic rules of proper social order and the knowledge of the relationship of the most important factors of social order to understand. The Delphi survey technique was used to utilizes data from three surveys, the experts in this field has been collected. The sample used in this study included 55 patients of order and security experts with PhD degree with at least twenty years of experience, based in Tehran. Based on survey results, the most appropriate indicators of impact on, public trust, institutionalized rules and social norms, social effectiveness and social order have the same faith and beliefs. The appropriate legal measures in order to guarantee a strong executive power, accountability, public interests, ensuring applicability of justice and social order have the greatest impact on the component.

Social order and respect to laws are necessity and vital for society. The laws are way and custom of prescribed system that construct social living of individuals and to secure society health. The main aim of law-making is to provide for order and security and appointment of limitation and frontier of human non-attitude to disorder, anomie and violation of law. Violation of law is social problem and threat society health. This problem is maladjustment that rule relationship on individual and society. These maladjustments are micro and macro factors and causes to weaken social solidarity and danger organizational integration of society and will rule anomic conditions. This study has implemented to descriptive method (survey). The statistical population comprised offenders of driving laws and regulations (26158 persons) and criminals (2320 persons). The study sample was 750 who were selected using estimated sampling method. (From first group 230 and second group 520). The results showed that there were significant relationship between individual personality characteristics, individual education and awareness from laws, laws weakness, anomie and coercive laws with violation of law. Accordingly, it has been introduced how implementation of solutions and suggestions that will end to institutionalization and internalization of legalism and law-abiding.

Security and freedom are the two components of the index for the developed countries, the development of economic, social, cultural and human. Accordingly, this paper aims to assess the ability of students in Tehran University and Parsons AGIL based on factors such as the retail, cultural, social, political and economic level as four levels of measurement of the ability of citizens to know. Thus, the present theoretical framework is based on a model known as Parsons AGIL. Parsons is confirmed or not confirmed AGIL model. The descriptive findings showed that students taking the test levels are lower than average, which is less than ideal academic environment is not the number 3. The police authority is taking legal MQVM element. The assessment of the vulnerability of Tehran University students approach AGIL model retailers. Parsons influenced the political system of the academic environment, which is 84% of the surface is very strong. The most important factors identified in this sub-system are a student of political trust. The police authority is taking legal MQVM element. Also, students from Tehran universities deserved confidence in the police commander for space and security for the people and most importantly the academic community, the factors of law and respect for social discipline has been introduced.

Unauthorized use of computer technologies for the computer to obtain personal information as sensitive and confidential information refers to the organization. In this article, the researchers will discuss in connection with various types of computer crimes and the types of computer crime specialists from the perspective of being identified. The literature review past five main crime types were identified with the computer and determined that five of the original crime (against morals and public morals, against Islamic sanctities, security and public peace, against the authorities and public institutions and other computer crimes), content security and general welfare of the degree of importance and has more points of specialists and experts. The relative importance of each of the indices of all the original content was the most important indicators were also identified. The use of hierarchical analysis of these indicators and sub-group paired comparisons were based on hourly range, Picture the strategic importance of each of the following criteria to determine the mass content of each of the main indicators that can be achieved. So, using this assessment can be made to the country authorities and experts to help police identifying the computer crimes and necessary measures to prevent masses so that the budget and necessary training in order to control the masses of the experts assigned to the police. It is hoped that this research could take an important step in helping to secure our country.
