Abstract: 

Internal and international situation of our country necessitate the development and changing of Administrative system. Designing the administrative system is based on surveying status quo and indentifying it's problems and challenges. This research is a qualitative research based experts interviews and it's objective is extracting and categorizing of the problems and challenges of our country administrative system. The results of research show that the problems and challenges of administrative system is categorized in seven category (human resource management, Structure, process, procedures and roles, Administrative culture and serving, Managerial patterns and styles, Innovation and continuous improvement, Information technology, Assessment and control). The fundamental of these problems is related to human resource management. Additionally, Improfessionality, Dis functional monitoring systems, Lack of Continuous improvement and researching spirit and Dis functional organizational structures are the fundamental of administration challenges of Iran.

Abstract: 

Today, it is very important to pay enough attention to managerial competencies of managers, especially to public sector human resource managers, who are responsible for implementing the Management By Competency (MBC) system in Iran’s public sector .This paper proposed a heuristic model which is composed of some variables like Intelligence Competencies (IC), Managerial Competencies (MC), Human Resource Managers Competencies (HRMC) and Human Resource Value Proposition (HRVP), based on studying different competencies model and research results in the field of human resource competencies and using focus group method. Then extending competency issues from private sector to public sector, is considering as one of the most important issues in this research. After constructing of questionnaire based on designed model and testing its validity and reliability, we distributed it among some human resource’s experts and managers of Iran’s ministries, as statistical sample. This research is a descriptive-exploratory & qualitative-quantitative, one which its hypothesis are tested by Structural Equation Modeling (SEM). The results of this research show that (IC) affect (MC) & (HRMC) and (MC) affect (HRMC). It is also shows that only (HRMC) has an influence on (HRVP).It should be mentioned that among 56 indexes relating to variables, “Heeding moral principles”, among 14 observed variables “Planning and Administrative Competency” and among four latent variables “Human Resource Value Proposition” have the first priorities.

Abstract: 

The efforts of governments for achieving a better society without attention to the factors which make slowly movement toward future, wont include ideal results. Corruption is one of the most important factors. Awareness of causes of appearance and ways of controlling this phenomena, is an important necessity for designing an effective program to fighting with corruption. The present research which is performed in the public offices of Khorasan Razavi province is trying to determine changes at opinions about causes of appearance and ways of controlling of corruption. With a general look at passing 10 years from the first study, the economical factors of appearing corruption have been replaced by cultural factors and individual factors have been been replaced by organizational factors. The ponderable point in this ranking, is that in both studies, the lack of job conscience, the feeling of economical unfairness, inattentive to moral principles and ignoring rules as cultural disaster, are of the most important factors of appearance of corruption by the participators in this study.

Abstract: 

When tongues do not move i.e. there is no discussion in the organization, no knowledge will be produced for it. Tongue is an interaction mechanism among the members in organizations. Man gives meaning to the organization and is considered as a strategic capital of an organization, as the custodians of organizational observatory where the problems of the organizations and managers are identified and solved are the employees themselves. When silence concurs an organization, idleness and languor are what will remain in the physical and social web of the organization and organizational competitive advantages will lose their meaning. Little research has been carried out to clarify the phenomenon of organizational silence. However, the role of organizational culture has not been scrutinized properly to the date. In addition, since the results of research show that the climate of silence plays a significant role in the creation of silence behavior, this study has the effect of this factor on organizational culture and organizational silence as its center of focus. The organizations of interest (Universities of Tehran Medical Sciences) were chosen from the public sector. The results of statistical assessments indicate the impact of organizational culture onorganizational silence (climate of silence and silence behavior).

Abstract: 

Nowadays most of resource allocation is mental, empirical and based on the old methods. So it does not take general satisfaction and does not have generalization ability and mathematical confirm, Hence using from quantity theory for nearing of quantitative and qualitative human resource is essential objective. Budgeting lows based on forecasting which always face with errors and uncertainty. These errors are Prediction errors, Measurement Errors, Implementation Errors, so mirror change in forecasting amount, Measurement and Implementation cause to hesitation on optimally and feasibility for budgeting lows. Goal of this article is designing of a budgeting model in the public sector to be able for glancing uncertainty factor which with preserving optimally and feasibility allocation area in the budget low in contorting with changing, guaranty his flexibility in the also implementation. There are different approaches for glancing of effect of uncertainty which from these approaches, we selected robust optimization approach. And this mathematical budgeting model developed by using of Soyster robust model, Ben-Tal & Nemirovski model and Bertsimas & Sym model. Until on foundation of measurement convex, decision makers from situation of now and future of country, be able use from every one these robust models.

Abstract: 

Emotional exhaustion is not only harmful for employees, but also seriously damages the organization, due to this fact, studying the factors influencing this variable in order to reduce its damages is essential. Since many theoretical foundations confirm influences of employee's emotions and work orientation on emotional exhaustion, this research also investigated the role of emotional labor and calling orientation on employee's emotional exhaustion .In this research, Ferdowsi University of Mashhad employees in the education section were selected as the research population. In order to get the data, questionnaire was used.For analyzing data, within structural equation method, Smartpls software was used. Fitting indexes supported the suggested model. And demonstrated that proposed model has an approved value. Between the three paths in the model, the only path between calling orientation and emotional exhaustion was significant, and showed that calling orientation has a negative effect on emotional exhaustion. In addition, lack of relationship between the emotional exhaustion and the emotional labor will reduce concerns of policy makers about positive effect of the emotional labor on the emotional exhaustion.

Abstract: 

Outsourcing is known as using a supplier outside the organization in a way that this supplier provides the same service or goods provided normally inside the organization. Outsourcing likewise any other strategy has its own effects on the organization. This paper tries to evaluate the impact of a successful outsourcing on organization’s activities in selected universities. In order to reach this purpose, after theoretical studies, first, obtained indexes by the expertise are evaluated and then by the confirmatory factor analysis with the help of Lisrel software, the claimed indexes are confirmed. The results of structural equation show that the questioned Relevance is directly available and in some other words the implementation of a successful Outsourcing will help improving organization’s activities in the statistical.
