Forming University-Industry positive relation to the goal of national development, besides the need for facilitating infrastructures, requires effective planning of policy and applying policy instruments. On the other hand, University and Industry are the essential elements of National Innovation System (NIS). Therefore, their interaction should be organized in the context of the theoretical bases of NIS. Meanwhile, Techno Marts are the agents and mechanisms that can play an effective role in offering research and technological outcomes of Universities and other research institutions. On the other hand, they are able to transfer the technological needs of Industries and other production institutions to the research community. This paper reviews the functions of Techno Marts as a policy tool as well as one of the NIS elements in connecting University and industry. However, the main focus of the paper is to clarify the Government role in assuring the efficiency of this mechanism.

Development of university and industry collaboration occurs based on reciprocal needs & capabilities and the models presented by specialists is designed & executed accordingly.Public industries & universities cause organic dependence of these two mentioned units on government & by this the orientation of industrial & university development policies in previous decades has been under the influence of government mostly.With new privatization policies in Iran it is important to reorganize this relation and discussion about its results.In this paper we investigated the university and industry reciprocal needs and capabilities again in privatization situation and propose new collaboration models.

Self-reliance is a concept which can reflect a closed economical system in most of previous economical study, and in most cases become noteworthy in closed economical structure and political social communication. Nevertheless, todays economic has different meaning for self-reliance. By globalization view and set free the economical mechanism, it should be noted that, self-reliance has two primary meaning: first the minimum reliance in production process and second, minimum reliance in net production process and trading with foreign countries (specially, with specific country). So, in recent studies, making high degree of dependency of international economy, next to making dependency in domestic economy, could be interpreted as increasing a relativity self-reliance, but it is possible whether the production process done with least reliance on foreign countries. If we investigate Iran petrochemical industry regardless to upward and downward relationship, after displaying the opportunities and restrictions of Iran petrochemical industry, we will analyze the self-reliance due to production process with parameters such as how to provide raw material, proficiency, science, technology and machinery. Generally this survey shows high relativity self-reliance in this industry. In other words, examining the economic-joinery self-reliance index of petrochemical industry in 18 years period (after war, 69-86) shows: extreme reduction in Degree of Reliance to Trade of Petrochemical products, new leap in increasing trend of Level of International Trade of them from 82, since 74 rapid accretion in Integration of International Trade of Petrochemical products and finally gradual reduction in Share of International Trade of Petrochemical industry from trade of country thereupon reducing trend of Exchange Conducting Index of Petrochemical industry and afterwards salient increase of it thereupon extreme increasing trend of Exchange Bringing Index of Petrochemical industry. Also by using Granger causality test we find that there exist two sided relationship between economic self-reliance index of Iran's petrochemical industry and economical growth in this industry. Up to this point, we are investigating petrochemical industry passivity, regardless to previous and future relationship in production process. But systematic view on industrial group inclusive petrochemical industry (in middle) shows non self-reliance of this set, therefore of non development in further petrochemical industry (that gets raw material from petrochemical industry). Indeed high amount of raw material such as oil and gas was the main reason for the very self-reliance of petrochemical industry; but according systematic view is one of the most important propellants of skew development in this system.

this paper introduces the concepts of Technology Park and Virtual Technology Park, and its services. It also surveys the role of Virtual Technology Park in promoting performance and efficiency of three fundamental factors of knowledge-based economy–industry, government, and university. A virtual park framework is proposed in order to define a model for rising 3-d level collaboration of these factors, and supporting implementation of a virtual park. The proposed model clarifies the relation between university, government, and industry, and defines their collaboration in the framework of a virtual park.

Nowadays, human society and their governments need to power and acceptability parameters for player and sharing. One of the parameters is science and technology domain. In this domain are necessary universities with individual properties among industrial university.This paper try to recognize industrial universities indicators in custom and modern concept on base development vision document in 1404 Vision for increase scientific and industrial power of Iran and fallow to, scientific economy develop.For this reason, we recognition the problem difficult in industrial universities at Iran, will present comprehensive map or model content to structure, mission and aims in the advanced industrial university. Ever one of sub domains with various and special efficiency provide building of special foundations four of the player active government in the future world.

This research investigates the abilities and capacities of the Iranian university graduates in response to the professional and vocational needs in the Southern Pars Energy region. To this end, a conceptual framework was allowed for the abilities and capacities of the graduates based on the background researches and the theoretical foundations. With due allowance for the components of the framework, a questionnaire comprising five sections was provided. The related data was analyzed based on the research questions and by utilizing the descriptive and inferential statistics techniques such as t-test and Factor Analysis. According to the obtained results, a framework was proposed to establish a desired relationship between the university educations in response to the market demands.

One of the problems that governments often confront with is an effective association between industries and universities. In the way of establishing a close relationship, there are lots of cultural, structural, and operational obstacles. The authorities try to solve them by considering diverse models as well as taking into consideration their requirements and industrial and academicals structures. In this paper, we try to focus on a certain model in our country which relates industry to university. In addition, we present our knowledge of using this model in practice.

Any country regarding its natural resources has comparative advantages in some products, making them more beneficial. Transforming these potential comparative advantages to a final product depends on several factors namely qualified universities for producing technical knowledge, an efficient industry and governmental support in all possible forms including Research Park. Recently, considerable improvement has occurred in the high voltage substations industry in Iran. So that other than satisfying the intramural consumption of the country, some foreign countries have benefited the technical services of Iranian companies in this field. This paper focuses on the educational and research deficiencies in the instructional institutions in the field of HV substations in Iran. The comparative advantage of this field is investigated in Iran.

This article reviews philosophy of the relationship between industry and university systems and various cooperation among them. Its main focus, however, is to discussing the developed relationship with university and research center in the ministry of energy. The methods and procedures that is been applied by the ministry of energy to develop shared research, scientific centers, commercialization of research results and scientific communication manual will be discussed.

In recent years, industrial growth in the country has been made the energy demand increase. Therefore, special attention to constructing of dams and designing and execution of power plants are essential. On the other hand, with regard to market status and the need of neighboring countries including Afghanistan, Iraq, and Central Asia to specialist and advanced equipments in the field of electricity and water industries, trained employees and industrial goods production in this field should be priority. This article reviews the current status. In addition, the opportunities and influential challenges in this field will be also discussed.
