Abstract: 

Background and objectives: The pivotal role of cities, and especially metropolitan cities, as the engine of development, has made them the focus of population density, activity, and the center of growing challenges and issues. Most of these challenges have focused on human security. The aim of the present study was to explain the need to establish integrated urban management in order to improve human security in these metropolises. Methodology: In terms of its objectives the present study is of an applied research type and in terms of methodology it is considered as a descriptive-analytical study and the required data was collected through documentary methods and library study. In data analysis, in addition to descriptive-interpretive methods, statistical and spatial analysis (based on GIS) was employed. Findings: 18 metropolitan and the mother cities of the region contain about 34% of the total population and 45. 5% of the urban population of Iran. In addition, 52% of the total population and 76. 2% of the country's urban population live within 51 km of these cities. They have played the biggest role in GDP and value-added production in the country. The system of governance in these cities has also been suffering from partial and functional-spatial fragmentation. Results: The accumulation of capital and population density in metropolitan areas has exposed the human security of their inhabitants to various natural and human hazards. In addition, the system of unsustainable separatist administration in these cities has not been effective in improving human security and has been incapable in managing trans-territorial risks due to conflict of interest and inconsistency. Therefore, the establishment of a desirable and integrated governance is necessary to address the content and procedural challenges in metropolitan administration and to promote their social and human security.

Abstract: 

Background and objectives: Creating conditions in which the skills of talented commanders are identified and used in appropriate areas. The main purpose of the research was explaining the talent management enhancement model of the line commanders of Amin Police University. Methodology: In terms of its objectives the present study is of an applied research type and in terms of its type it is considered as a descriptive-survey study and in terms of data collection procedure it is a qualitative study. The statistical population included all experts of Amin Police University, which was selected using purposive sampling method. The data collection tool was a semi-structured interview, which was conducted using Delphi technique and brainstorming. The analysis method was coding and the MAXQDA software was employed for data analysis. Findings: The resulting model consisted of five dimensions, thirteen components and 87 indicators, firstly with five distinct dimensions, and, secondly, six new components were extracted for it, some of which, including excellence dimension and its three components of succession, organizational loyalty, managerial/organizational experience were not seen in similar models. Results: According to the obtained results, it is recommended to the officials that the dimensions of succession, organizational loyalty and managerial experience be employed in commanders' talent management.

Abstract: 

Background and objectives: According to the innovations of the new law on the formation of disciplinary boards to deal with the complaints and violations of the Armed Forces staff and its executive instructions, observing due trial standards is of particular importance in dealing with the violations of the Armed Forces staff. The existence of important legal challenges in dealing with disciplinary violations of the military requires that the challenges be examined and analyzed in terms of "compliance with the standards and guarantees of a due trial" and, based on the findings and research data, the suggestions and guidelines be presented. The most important purpose of this study is to "identify the challenges in the Armed Forces Violations Judicial Procedures by emphasizing on the disciplinary boards of the police and providing efficient solutions and mechanisms in the light of due trial standards and guarantees". Methodology: In terms of its objectives the present study is of an applied research type and its subject is theoretical. Accordingly, this qualitative research has been conducted using library and documentary sources such as books, articles and rules. The presentation of the issue is also descriptive and analytical. Findings and results: Based on the research data, the general criteria and guarantees of a due trial have been accepted in the trial of violations of the Armed Forces and Disciplinary Boards of the I. R. I. Police, but there are significant and serious challenges in this regard. The results of the study show that the most important challenges in dealing with violations of the Armed Forces staff from the perspective of due standards and guarantees are: the structure and composition of disciplinary boards, restrictions on the choice of lawyer and special conditions of attorney, lack of power of attorney. development of absentee and disproportionate proceedings, lack of anticipation of the convict's right to appeal against the absentee ballots of the disciplinary boards and restriction of the right to appeal. In the structure of disciplinary boards of law enforcement, most of the officials proposing punishment are, as the case may be, members of the primary or appellate boards, which affect the principle of impartiality. In the case of a power of attorney, the accused or plaintiff must necessarily choose his lawyer or representative from among the I. R. I. Police's employed or retired legal staff. The results of the investigation also indicate that sufficient guarantees have not been provided for the observance of due trial standards in the investigation of violations by the staff of the Armed Forces.

Abstract: 

Background and objectives: Theft is a phenomenon that threatens people's financial and life security. The aim of this study was to investigate the effective law enforcement factors on petty thefts in Mashhad and to provide new ways to combat it. Methodology: In terms of its objectives the present study is of an applied research type which has been conducted using survey-analytical method. A researcher-made questionnaire was used to collect the data. The statistical population of this study includes all experts and officials of the Department of Prevention, Detection and Combating petty thefts with a history of more than 5 years of employment in the Criminal Investigation Police and Sheriff's Office of the City of Mashhad. The sample size was calculated as 96. After plugging the data into the SPSS software, Cronbach's alpha coefficient for the reliability test in this study was obtained as 0. 96. Findings: According to the findings of the index of law enforcement factors affecting petty theft, the average of the above index is 4. 48, which indicates that the law enforcement factors affecting petty theft are higher than average. According to the coefficient of determination and effect, it can be said that four factors of the lack of fixed passes with beta weight of 0. 241, the presence of neighborhood guard with beta weight of 0. 177, training of law enforcement agents with beta weight of 0. 149, the use of new technologies with beta weights of 0. 142 are the most effective law enforcement factors on petty theft, respectively, and have more decisive effect. Results: In the study area, the results show that paying attention to issues such as having fixed passes, constant presence of neighborhood guards, training of law enforcement agents and the use of new technologies can have a significant impact on reducing petty thefts.

Abstract: 

Background and objectives: The aim of this study was to investigate the factors affecting the organizational learning of the employees of the I. R. I. Police organization (Case study: Bandar Abbas Maritime Base). Methodology: Research method is of a descriptive-analytical type that has been conducted using a survey method. The statistical population included all the employees of the maritime base of Bandar Abbas police force. 170 employees were selected using Cochran's formula and simple random sampling method. The research instrument was a researcher-made questionnaire based on factors affecting the organizational learning of the I. R. I. Police and the Senge standard questionnaire based on the five-value Likert scale, the validity and reliability of which have been confirmed. Findings: The research findings show that the factors of proper leadership, deepening space, localization, work-family balance, time management and gaining experience have had a positive and significant effect on organizational learning of employees of Bandar Abbas maritime police base at the significance level of 0. 05. Also, proper leadership has the most and time management has the least impact at the significance level of 0. 05. Results: Appropriate leadership factors, deepening space, localization, work-family balance, time management and learning experience had a positive effect on the organizational learning of the employees of Bandar Abbas maritime police base.

Abstract: 

Background and objectives: Lack of emotion management skills, especially anger management, can lead to negative emotions, stressful relationships, cautious behavior, avoidance of mission environments, and reduced job satisfaction in Special Forces. This research has been conducted in order to design the emotion management model for the Police Special Forces of Kurdistan Province. Methodology: This research is a "qualitative" type that has been conducted using grounded theory. The statistical population of this study consisted of professors of psychology, experts and elites of the Special Unit, who were purposefully selected from this community and with 10 individuals we reach to the saturation level. Three-stage open, axial, and selective coding are used to analyze the data. Findings: Data analysis based on grounded theory showed that police special unit emotion management consists of ten concepts: emotion regulation (6 indicators), tension and stress in the special unit (5 indicators), self-confidence (5 indicators), organizational commitment (6 indicators), spiritual attitude (5 indicators), job satisfaction (4 indicators), resilience (4 indicators), team performance (3 indicators), creativity (5 indicators) and motivation (3 indicators). Results: What was concluded as a result of the research was that in the Special Unit Emotion Management Model, the three components of "self-confidence", "creativity" and "spiritual attitude" along with interventional conditions such as job satisfaction, organizational commitment and team performance in the context of stress and tension affect its main component, i. e., cognition and emotion regulation, and the individuals who benefit from cognition and emotion regulation are motivated by the strategy of resilience; the motivation, which, after its formation, interacts with the main component of emotion management model, namely cognition and emotion regulation.

Abstract: 

Background and objectives: In any language community, there is a group of people living together who are unable to use the language. In the society's perspective, these people have disabilities. This means that they are unable to hear, pronounce and use common language. These people communicate with each other and with people in the community through sign language, so police interaction with people with hearing impairments is very important and effective. The aim of this study was to investigate the interaction of police with citizens and the deaf community. Methodology: The research method is the conceptual and documentary analyses. To collect the data in order to achieve research results, the library tools, internet, Persian and Latin scientific books and scientific articles and dissertations related to the research topic have been used. Findings: In the research findings the linguistic theories and conceptual frameworks related to the deaf, philosophical and literary theory about the deaf, sociological theory of interaction with the deaf and the impact of educational components on interaction between police, citizens and deaf with a focus on answering two related questions have been investigated. Results: The results show that the police are in contact with and interact with the citizens and the deaf community, and in fact, the more the two groups interact, the more secure the deaf citizens will be in the community. Education plays a vital role in both the police and the deaf community. The position of this stratum of society must be determined and planned and acted upon. The greater the interaction between police, citizens, and people with hearing impairments, the lower the error rate and the lower the sense of security.

Abstract: 

Background and objectives: This research has addressed the formulation and validation of the teaching quality model for university faculty members of Amin Police University and making suitable tools. Methodology: The method of this research is descriptive-survey. The statistical population includes all 218 undergraduate students of Amin Police University who were selected by simple random sampling and 30 experts who were purposefully selected. The data collection tools are two 62-item and 12-item researcher-made questionnaires. The validity of the questionnaires was confirmed by experts using face validity method and the reliability was confirmed by Cronbach's alpha for two questionnaires, including 78% and 86%. One-sample t-test was employed for analyzing the data; factor analysis was employed for identifying the dimensions of teaching quality and for the proposed model, and to extract and validate the tool, factor analysis has been used. Findings: Findings showed that the teaching quality model has 4 dimensions; teaching design, the implementation of teaching, evaluation, and individual characteristics. The proposed model was valid in the opinion of experts. Also, the total table of variance of the explanation explains about 85. 22% of the total variance of the questions (items), which in fact show that the tool was wellstructured. Results: The results of the research show that dimensions, components and indicators are suitable tools for the quality of teaching of the members and these results include theoretical and practical achievements for Amin Police University and other educational centers.
