یکی از پیامدهای پیش بینی نشده تأکید بر قانون در سازمانها، زوال اخلاق انسانی در زندگی روزمره سازمانی است. در شرکت انرون، مدیرعامل با مدیرمالی به صورت کاذب قیمت سهام شرکت را افزایش میدهند تا سهام خودشان را با قیمت بیشتر بفروشند، مسئولان ارشد فیفا از منابع مالی سوءاستفاده میکنند، اختلاس های بانکی افراد هر روز بیشتر میشود، ورزشکاری برای قهرمانی دوپینگ میکند، استاد دانشگاهی از میدان انقلاب برای ارتقای خود مقاله میخرد، سناتوری برای تصویب یا عدم تصویب قانون امتیاز میگیرد، پزشکی به محض اطلاع از نبود حق الزحمه، بخیه های صورت کودکی را بیرون می کشد. سؤال این است که آیا در این زمینه ها، قوانین مشخص و بازدارندهای وجود ندارد یا اینکه مالامال از قوانین متعدد است؟ پس چرا موجب پیشگیری نمی شود!؟...

Abstract: 

Objective: The purpose of this study is to identify the elements and components of social capital in managing the Covid-19 pandemic crisis. Methods: The present study is cross-sectional, inductive, qualitative, and explanatory research. Its 11 participants included social science experts who were selected through purposive judgment sampling. In order to collect data, semi-structured texts and interviews were used and thematic analysis was used to code the gathered qualitative data. Results: The results showed that social trust, social participation, awareness, economic factors, soft infrastructure, and structural issues of the government, and its subdivisions have an important role in the social capital required to manage the Coronavirus crisis. Conclusion: The role of social capital in the dynamic evolving threats, according to the findings of the present study, is not always negative or positive; therefore, the behavior of the people must be changed. Also, the governments’ legal, infrastructural, economic, and political measures, along with the increase in public confidence and awareness in such decisions can reduce the destructive effects of the crises.

Abstract: 

Objective: Reputation management in media organizations is not possible without the engagement of stakeholders. Audiences, as the main stakeholders of the media, can develop the reputation of media and positively intervene in issues that threaten its reputation. The emergence of social media has facilitated relationships with the audience in media organizations and made it possible for them to participate in the reputation management process. The inattention of the IRIB News Agency as a media organization to social media, which can be effective in developing or threatening the organization's reputation, has created challenges in the organization's reputation management. The present study aims to evaluate the feasibility of using social media data (Twitter) in developing the reputation model of the IRIB News Agency. Methods: To reach the set goals, this study was conducted with a qualitative approach and using the Delphi method in three stages. Selected by the purposive sampling method, the participants included 16 editors, journalists, managers, and social media analysts. Results: The developed model included 21 elements in the form of three dimensions of organizational prerequisites, reputation management, and stakeholders’ engagement. The first dimension included elements such as changing the policies of the news departments to use Twitter data for reputation management, establishing a monitoring center and analysis of Twitter data, developing strategic plans for reputation management, training editors to build effective relationships with users on Twitter, creating a sustainable competitive advantage based on attracting young and creative employees in the news sector and etc. The second dimension included the three elements of data collection, data analysis, and action. The third dimension included elements such as the official presence of editors and reporters on Twitter, identifying and categorizing stakeholders, and responding appropriately to the tweets of different stakeholders. Conclusion: IRIB News Agency can use its users' data on social media, especially Twitter, to develop its reputation and protect itself against threats. The presented model shows that the IRIB News Agency needs to create organizational prerequisites in this regard. This model can fill the gap in how to use social media data to develop an organization's reputation. This model in the dimension of reputation management shows that this News Agency cannot use these opportunities to develop its reputation without considering its audience on Twitter and examining their attitudes and needs by using user-generated data collection and then data analysis. Finally, engaging the audience through Twitter and communicating with them based on identifying needs through data analysis, leads to increased reputation. Responding to users and selecting hot topics through user comments on Twitter can lead to increased popularity. Managing stakeholder relationships, like a face-to-face relationship, helps engage stakeholders. Each of the three dimensions of organizational prerequisites, reputation management, and stakeholder engagement affects the other two and can enhance their elements. Ultimately, stakeholder engagement leads to fame of media, and having stable relationships with the audience promotes the reputation of the organization and protects against risks and threats.

Abstract: 

Objective: Trust recently has become the main tool in achieving collaboration in the inter-organizational and inter-individual and it’ s raising the volume of social capital. The purpose of this study is to design a model of transcendent trust in Tehran Municipality and develop a descriptive paradigm that reveals how to form citizens' trust in corresponding Tehran Municipality in the architecture and urban development area. Methods: To achieve the study purpose, first of all, the dimensions and the influencing factors on transcendent trust in Tehran Municipality is determined by studying the documents and literature study, survey by questionnaire and interview of 29 people in elite group. In this stage the Snowballing sampling was used. Meanwhile, Delphi technique used in two stages to obtain the most important dimensions and influencing factors. Next, after determining the sample size based on Krejcie & Morgan table and simple random sampling, 385 subjects, who had visited Tehran’ s Architecture and urban development sector, were selected to take part in the study and provide a response to the questionnaire. The data analysis process is done by theme method and structural equation modeling (PLS software). Results: Finally the model of effective factors on transcendent trust formed with 12 latent variables in two-part of dimensions of transcendent trust (including Instrumental trust and Axiological trust) and the effective items on it (including E-services quality, Public Administration Communication, Accountability, Cultural compatibility, Legitimacy, Online social media, Civil partnership, Iranian-Islamic lifestyle, Transparency, and Citizens' satisfaction Conclusion: The finding revealed that transcendent trust totally hasn’ t taking from Municipality performance. Indeed, there are some concept and environmental factors which play a vital role in this function. . So the full awareness of Municipality of Tehran that affecting of Environmental Strategic factors that interacting to each other, has the best possible result for Municipalities.

Abstract: 

Objective: In the present study, an attempt has been made to examine and explain the factors and outcomes of establishing big data governance in governmental organizations. Methods: A mixed-methods study was chosen as the design for this research and the two main types of analysis typically used were quantitative (deductive) and qualitative (inductive). In the qualitative stage, the method of thematic analysis, based on analysis, description, and composition of texts was discussed, and then in-depth interviews were conducted to extract and categorize the topics. The software used in the quality phase was Nvivo 12. Kappa-Cohen analysis and CVR coefficient were also applied to evaluate the validity and reliability of the qualitative part of the study. In the quantitative part, the fuzzy Delphi method was used to examine the verifiability of the factors and the outcomes of establishing big data governance. The statistical population of the present study in the qualitative stage included 12 organizational and academic experts while the quantitative stage included 21 affiliated experts. Results: After analysing the texts and conducting the interview, 48 basic themes were identified. Then, by applying the opinions and modifications expressed by the experts, 36 final themes (24 factors and 12 outcomes) were grouped. To check the verifiability of the identified themes, the fuzzy Delphi method was employed in two stages. Examining the values of the fuzzy-deactivated mean of the first and second stages, the aforementioned preconditions and consequences were confirmed. Conclusion: The performance of public organizations in making informed decisions, planning and strategic analysis, expanding good governance, and administrative transparency highly relies on the large amount of data they collect, process, and secure from within and outside the organizational environment. The issue has not received proper attention in Iranian public organizations and institutions. Accordingly, it is vital to establish big data governance in these organizations, which depends on recognizing the capacities and capabilities of the organization, drivers, and governance mechanisms and highlights the significance of the obtained results of establishing big data governance.

Abstract: 

Objective: The purpose of the present research is to identify the components of performance-based budgeting at universities. Methods: This qualitative research has been designed using a Meta-synthesis strategy based on thematic analysis. Therefore, after searching for specialized research keywords in reputable national and international databases in the time intervals between March 2000 and March 2021, 62 pieces of research were selected for performing the thematic analysis. Results: To set the performance-based budgeting at universities, 12 components in the form of primary pre-organizing themes were categorized as the following: good governance at universities, university rules and regulations, performance-based allocation mechanisms, performance-based financing mechanisms, integration of financial resources, efficient education and research system, incentive and support mechanisms, human capitals, effective monitoring and evaluation, information accounting, academic culture, and creation of the competitive environment. In addition, 25 secondary pre-organizing themes were identified. By drawing a matrix of themes, the identified components were then ranked. Conclusion: Undoubtedly, performance-based budgeting is presently the most optimal mechanism for allocating financial resources to universities. In this study, performancebased budgeting was distinguished from other types of budgeting at universities and its main components were extracted and categorized based on the selected studies.

Abstract: 

Objective: As one of the sources of income and sustainable tourism, eht tourism industry focuses on economic, social, and environmental issues. Accordingly, the main objective of this study was to design a policy package to achieve sustainable tourism development in Iran. The findings of this study can help with improving the tourism industry's performance, especially therapeutic tourism in Iran from local communities to the national level as well as the development of tourism by preserving the valuable assets of the country. Methods: The qualitative research method was used due to its interpretive and natural approach to events, people, and topics. The research strategy was an exploratory multiple case study. After interviewing the participants in this study, who were 12 stakeholders of the industry and using the five-stage Yin model to analyze the collected data, the dimensions of the policy package of sustainable tourism development including strategies, short-term goals, long-term goals, and challenges were achieved. Results: Strategy themes included national support, national initiatives, and international initiatives. Themes of short-term goals included promotion of local tourism, cultural-educational development, internal and external marketing. Themes of long-term goals included sustainable economic development, revenue generation, and infrastructure development. Themes of challenges included the high cost of travel, low quality of service, Covid-19 pandemic, and lack of support for local businesses. Conclusion: This study showed that the participants paid attention to economic, social, and environmental factors. The participants also required the government and other related sectors to promote medical tourism and to preserve and protect natural resources through principled investing, culturalization, and education. Paying attention to the issues mentioned by the participants and applying the policy package obtained in this research can help public and private managers and investors to preserve valuable natural resources, especially hot springs, and to develop the tourism industry.

Abstract: 

Objective: Digitalization and agility are the dominant features of the gig economy. Therefore, it is crucial to consider digital transformation and organizational agility in both the public and private sectors. The level of preparedness of the public sector for the digital transformation as a new approach to employee management and enhancement of the capabilities of public sector organizations is also of high significance. This relatively new concept includes the use of web-based technologies to optimize processes and create better results in human resource management (HRM). The purpose of the present qualitative research was to present a model for digital HRM in the public sector to fit in the digital era. Methods: Qualitative research method was used to conduct the present study. To achieve the research objective, data was collected through semi-structured interviews with 36 human resource experts in the public banking network (including 8 banks), who were selected using the purposive sampling method. Results: The findings of this study consisted of 4 comprehensive themes, 15 organizing themes, and 58 basic themes, which were obtained in three stages of coding. The comprehensive themes were digital architecture, digital ecosystem, the drivers of digital HRM, and the digital HRM outcomes. Conclusion: The obtained results indicated that the public sector requires digital HRM to create agility in the gig economy. As an innovative and inevitable strategy, public sector organizations need digital HRM to improve their agility of the public sector banking network and facilitate the transformation and the transition to the digital economy. Unfortunately, there is currently a major weakness in the knowledge and practice of digital HRM in the public sector. The present study considered this issue and some new concepts that have not been mentioned in the existing literature.
