Background and Purpose: Occurrence of natural crises is one of the main challenges of the police force to create and establish security. Overcoming natural crises, especially crises that are widespread and have a national dimension, requires police readiness and pre-crisis planning according to the possibilities. And the capabilities of the community itself as well as interaction with other organizations involved in crisis management. Therefore, the present study tries to obtain the components and indicators of law enforcement management before the occurrence of natural crises, to answer the question, what are the components and indicators of the strategic model of law enforcement management before the flood crisis? Method: This research is applied in terms of general orientation purpose. On the other hand, the present study is considered as a qualitative-exploratory research for data collection. The statistical population of this study includes experts, managers and police experts in the field of crisis management in Lorestan province. To select the sample, the purposeful judgment sampling method was used, which is a non-probability method. to collect the data, the semi-structured in-depth interview technique was used. In this method, after 16 interviews, the main and sub-factors were repeated in the previous interviews and the researcher became confused. Necessary qualitative data were collected and analyzed using content analysis method. Findings: The main sub-codes obtained from interviews with experts and commanders of the police force indicate that a total of 85 indicators were obtained, which based on the theoretical foundations of the research, in 3 categories (preparedness, forecasting and prevention) of police management in the field before the flood crisis, were identified and classified. Conclusion: The research results show; Implementing the designed model empowers the police before the crisis occurs in three dimensions: flood preparedness, prevention and forecasting, and the police can emerge as an effective organization with a significant and effective role in disaster management, thereby reducing costs, improving police performance and unity. The procedure in disciplinary management will lead to natural crises. Also, with the created capability, the police force can prepare itself for large and catastrophic natural disasters.
