Ideation, research and technological innovation will be valuable only when they lead to wealth creation. Commercialization is a way to link science and economy and to create wealth by innovation. Successful commercialization of technology requires gathering several factors such as creative thinking, technical knowledge, entrepreneurial thinking, financial resources, and explicit and implicit knowledge. By moving the university to be entrepreneurship oriented, a lot of research is done that many of them were in parallel, having a knowledge network, this parallel working can be deleted, and new knowledge will be created. If it was possible to make a network between scientists and science management organization and between technology and market, it would be possible to create a chain of knowledge in researches. This paper was a qualitative study that researchers studied the literature of incubators and spin-off companies, documents and databases and had interviews with experts from the science and technology parks and knowledge management professionals using deep and open interviewing technique and investigated spin-off science networks in spin-off research companies. Considering that there is no specific research that has studied spin-off science networks and spin-off research companies and has not raised any specific models, with the help of interview results, the model of spin-off research companies to create knowledge spin-off networks was suggested by the researchers.

The present study examines the Students imagery of human capital of faculty members at universities in the Islamic Republic of Iran and providing a human capital development model (Shahid Sattari Aeronautical University of Science and Technology). The methods of the study is applied and the method of data collection is descriptive-survey. The statistical population consisted of 940 students and 274 people were selected as the sample with proportional allocation stratified sampling, by sample error=0.05. Data collection was done through human capital questionnaire (Naderi, 2011). The Content validity of the questionnaire was confirmed by experts, and the reliability was (0.974). To analyze the data, descriptive and inferential statistics (test k-s, one-sample t-test, ANOVA) was used. The findings showed: (1) Human capital of faculty members was lower than the average level in the Electrical Engineering faculty but in Management, aerospace and flight faculties it is at the intermediate level but it is not significantly different with the theoretical mean. (2) There is a significant difference (Sig=0.004) among different faculties of Shahud Sattari in terms of human capital of faculty members. (3) Army Universities of the Islamic Republic of Iran can develop and promote human capital more than before by educational planning based on human capital model (Naderi, 2011) in cognitive capabilities, competencies, cognitive and communication skills-emotional factors.

The Purpose of this paper was Presentation of evaluation criteria for Imam Khomeini maritime university. Statistical population was Imam Khomeini maritime university and the statistical samples were the faculty members and educational personnel of that university. The Cronbach’s alpha coefficient formula was used to determine the reliability of the questionnaire (a=0.97). Content and face validity of the questionnaires were also assessed by viewpoints of experts (by use of CVI and CVR formula). Finally, data analysis was done through descriptive statistics, SPSS and structural equation modeling by use of partial least squares (smart PLS) software.Findings: after data analysis 17 components and 64 criteria determined for Imam Khomeini maritime university. Evaluation components, in order of importance are 1- Academic leadership and management, 2- Faculty members, 3- Educational activities, 4- Satisfaction of stakeholders, 5- Laws and regulations, 6- Physical spaces, 7- Training activities, 8- Information and communication technology, 9- Staff, 10- Services, 11- Research activities, 12-Budget resources, 13- Students, 14- Strategic planning 15- Educational facilities, 16- Quality assurance system, 17- Knowledge management and organizational learning.

Entering new areas of management requires developing graduates' views, improving their role and skills in the intended capacity for work and increasing their general knowledge as a basic platform in this tutorial. The purpose of this research was to determine the moderating role of underlying conditions in streamlining higher education system. This qualitative study was conducted with ten professors with teaching experience who were chosen through purposive sampling method. The data collection tool was interviews, and individual semi-structured interview was used in this study. The adequacy and reliability of the study was approved by the narrative Users reviews. Data analysis was done by using the Smith pattern. Finally, based on analysis of interviews, a set of basic concepts including scientific diplomacy and engagement, political-legal factors, financial and evaluation, were extracted during an open encoding process. These concepts had a moderating role in streamlining higher education system as underlying conditions.

Weather forecast and its accuracy plays an important role in maritime activities. Caspian Sea as one of the most complex seas of the storm, and as the site of many maritime activities in the north of country, requires management in doing optimized maritime activities in the area of sea training.Seafarers are expected to be convinced about the accuracy of the received forecasts. Or in other words they expect to be able to compare the performance of different forecasting systems to improve maritime activities and increase economic efficiency in areas besides the sea. This study evaluated the meteorological models in predicting climate in the country's north coast and the economic aspects of them. The output of the model used for a period of 24, 48 and 72 hours and observation data of rainfall was received from measurements of synoptic and rain-gauge stations in Golestan province. The results showed that the model's predictions about the presence or absence of rainfall in the period under study, were correct in about 80% of cases. Also in the 24-hour anticipation, maximum amount of economic value for the cost-loss ratio is 73%, i.e. if the user use the prediction he can save more than 73% of his cost.

Proper leisure planning and targeting of this precious opportunity, would provide students' pleasure, happiness, and community development. The aim of this study was to investigate the relationship between the effectiveness of extra-curricular sport activities and the success in championships at Imam Khomeini Naval Academy-Nowshahr. The present study is a descriptive–analytical research type and has practical purpose. Using the sample table of kuhen, 376 Imam Khomeini Naval Academy's students were selected as the sample of the study and randomly answered to a 27-item questionnaire with a reliability of a=0.87. Spearman test was used to analyze the relationship between the variables and the Mann-Whitney U-test and Kruskal-Wallis were used to calculate individual and team championship points.The academy's students evaluated the effectiveness of extra-curricular activities significantly. There was also a significant positive relationship between the effectiveness of extra-curricular sport activities and success in the championship sport.
