Abstract: 

Background and aim: Different models of organizational excellence have been proposed in different societies for achieving excellence in organizations based on the type of designers' worldview. The Holy Quran is a book on the management of the universe and human guidance by the Creator of the universe and is the richest source for drawing a model for organizational excellence. Accordingly, the purpose of the present study was to identify the dimensions and components of organizational excellence and present a relevant model with the Quranic approach. Method: This study was an applied research with a qualitative approach. The method of data collection was document analysis and data were analyzed based on the thematic analysis strategy. The entire content of the interpretation of Nour is an example of research. Findings: In the first step, more than 18000 relevant identifiers were obtained and 913 basic themes were identified and combined by coding process based on the thematic analysis strategy, 91 organizing themes. Finally, in the process of composing and summarizing, 11 universal themes as components of the excellence model were extracted from the perspective of the Holy Quran. These included: Islam and faith in all its dimensions and values, divine traditions, facilitating factors, deterrent factors, leadership, human resources, organizational blessings (resources), good deeds (processes), auditing and organizational resurrection, outcomes, reform and continuous improvement. Based on these components and using the systematic approach, the model of organizational excellence was presented from the perspective of the Holy Quran. Conclusion: The basic pillar of the model of organizational excellence from the perspective of the Quran is the component of Islam and faith in all its dimensions. Theology is the most central issue in Islam and God is the Almighty, Owner and Administrator of the universe. According to the fixed laws, God governs the universe as divine traditions. Managers of organizations, if they want to walk in the path of excellence, must step in the direction of God, and manage all the components of excellence that are based on God's will.

Abstract: 

Background and aim: Rural areas of the country face various economic and social problems, including crime. The development, creativity and social mobility of rural communities depends on security and peace and is the most important indicator of crime prevention. The purpose of this study was to investigate the crime occurrence in rural areas of Zanjan and to develop strategies for preventing these crimes. Method: This study is an applied descriptive-analytic research. The statistical population of the study was 293 villages in Zanjan. In the strategy formulation and selection, a set of elites (n = 32) were selected. Multivariate decision-making or TOPSIS in MATLAB software was used to analyze the data. Findings: Findings showed that Zanjan had the highest incidence of theft crimes in the province and 32. 19% of rural theft crimes occurred in this province. The most important theft was in rural areas of the city with 53. 66 percent of the total crime. Conclusion: The results show that based on five criteria for evaluating strategies including importance in terms of prevention, efficiency and effectiveness in prevention of rural crime and budget and cost and time required for implementation, education and awareness sector strategies with highest score in technology. TOPSIS is the most effective approach to preventing rural crime in the city.

Abstract: 

Background and aim: Organizational health in the police organization, which focuses on quality and people satisfaction is one of the most important components of police accountability and public participation, which contributes to the achievement of organizational goals and programs. Is an organization. The purpose of this study was to identify organizational health promotion strategies in police stations of Qom province. Methodology: This study was applied which utilized a sequential exploratory mix method. Data collection was done by documentary and field study. First, interview conducted with 21 police elites by use of snowball sampling procedure to theoretical saturation; so a list of weaknesses, strengths, opportunities and threats to organizational health was identified by the use of open coding. A researcher-made questionnaire was used to weight the extracted concepts. In quantitative phase, the statistical population consisted of 150 commanders and police commanders of Qom province. 136 were chosen from among them by use of Cochran's relation. Finally, the data were analyzed using the "S. W. O. T »was analyzed. Findings: The findings of the study showed that the police have 13 internal strengths and 8 external opportunities for development and promotion of organizational health. In the current situation, there is a good basis for implementing aggressive strategies in organizational health development. Conclusion: The results showed that the police, by focusing on internal strengths and taking advantage of external opportunities, can mitigate some of the external threats that are effective in promoting organizational health. On the other hand, by revising the Intra-organizational program it can address weaknesses and vulnerabilities and take advantage of comparative advantages in enhancing organizational health and thus it has the most positive impact on society's view of police services.

Abstract: 

Background and Aim: Regarding the nature and purpose of governmental organizations, managers need to maintain their courage and ethics despite the various threats or even losing some their privileges. The purpose of this study was to provide a model for moral courage of senior managers in Iranian governmental organizations. Method: In the present developmental-applied research, with a qualitative-quantitative approach, the most important indices and dimensions were first identified through existing knowledge and then by using fuzzy Delphi method, the modeling was conducted. To measure moral courage, the Blake and Moton leadership style model was adopted and the final model was fuzzy Delphi approved by 15 experts. Findings: In this study, an interpretive structural model of factors, affecting senior managers 'moral courage, was provided, as well as a two-dimensional and five-part model of managers' moral courage classification based on scores obtained via the standard questionnaire designed in the study. Conclusion: At the first level of the presented model are environmental factors; at the second level are organizational, managerial, individual factors; and at the third level are occupational factors. The final classification model based on the senior managers' questionnaire was also grouped into one of five groups (savior managers, lethal managers, fearless managers, obedient managers, and conservative managers).

Abstract: 

Background and Aim: Organizational responsiveness is a necessity in a changing world and since the Islamic Republic of Iran's law enforcement should be able to prevent future problems from occurring and lead to change in order to build a good future, the present study aimed to determine the optimal response rate. The Islamic Republic of Iran was detained. Method: The research method was quantitative, the purpose of applied research and the type of descriptive survey. The statistical population of the study consisted of 200 police personnel in Fars province. 200 questionnaires were distributed and 199 questionnaires were collected. The research instrument was a researcher-made questionnaire. The validity of the questionnaire was confirmed by face validity and content validity. The reliability of the questionnaire was obtained by calculating Cronbach's alpha coefficient of 0. 8. The statistical method of data analysis was fuzzy control. Findings: The findings of the study showed that the desirable situation for having a proactive organization in the Islamic Republic of Iran police force came from the combination of human relations, open system, internal process and rational goals. Also in the Fars province police, the existing situation is more than anticipated in terms of human relations and open system. In terms of rational goals and the internal process, the status quo is less than needed. Conclusion: The desirable level of proactivity of IRI police was 91. 5 out of 100; considering the fact that the present situation is not in accordance with the desirable situation in Fars Province Police, it is concluded that the weakness in proactivity in this organization.

Abstract: 

Background and Aim: If employees lose their emotional connection with an organization (organizational commitment) and always try to improve the unfavorable conditions, they will always face a situation of organizational silence resulting in absenteeism, underemployment, violation and, ultimately, expulsion are expected of them. Given the importance of dedicated human resources in police work, it is essential that the indigenous pattern of silence be recognized in different organizations. The purpose of this study was to present the pattern of silence among the employees of Amin Police Science University. Method: This study is applied in terms of purpose, and it is also descriptive-analytical survey study. First part of the statistical population included Human Resources Management Experts of Amin Police University and the Deputy of Personnel Affair of Iranian National Police; the second part included the staff of the Amin Police University. In the first part, the study was performed on all eligible experts and in the second part, the sample size was determined using Cochran 144. Survey method and researcher-made questionnaire were used for data collection. Findings and conclusion: The pattern of organizational silence in Amin Police Science University has five dimensions of defensive silence, social silence, submissive silence, communication silence, and protective silence. The factor rates of the organizational silence were greater than 0. 30 and significant at the 0. 95 level.

Abstract: 

Background and aim: Although there are different theories regarding national authority promotion strategies in our country, the present study attempted to modernize the supreme leadership formations along with professors and experts to provide an effective model of authority promotion. Nationalization and jihadist management in relation to the three key concepts of culture, economics and science as the main concepts in the pursuit of national authority. Method: This study is applied in terms of purpose and qualitative in terms of method. The study population consisted of elites and experts in three field: cultural (n=7), economic (n=7) and scientific (n=6). The selection of participants was purposive and continued until theoretical saturation. The data collected via using interview and open questionnaire which its validity was confirmed by professors and experts in all three areas. The data were analyzed using grounded theory. Findings: In formulating an effective model of national authority promotion from the point of view of Supreme Leader and elite Society, five factors were introduced based on paradigmatic model to promote national authority in three dimensions: cultural, scientific and economic. These five factors included causal factors (economic structure, scientific progress), contextual factors (economic justice, revolutionary discourse, Islamic-Iranian lifestyle), mediating factors (jihadist management, scientific diplomacy, communication system efficiency), strategic factors (endogenous economics, the value-creating cycle of science) and consequential factors (economic prosperity and empowerment, scientific and cultural authority). Conclusion: Economic prosperity at the country level and achievement of cultural and civilization authority in the region and the Islamic world can contribute to the unity and integration of the state-nation; also the intertwining of politics and religion can contribute to the realization and development of Islamic culture and civilization in the region and the Islamic world.

Background and Aim: Information and communication technology (ICT) has become a tool for enhancing productivity, efficiency and growth in human societies by accelerating the process of information exchange and it has provided easy access to the results of mass aggregation of produced data. The study aimed at investigating the compatibility of "spatial data infrastructure" with police missions. Methodology: This is an applied descriptive-analytical study conducted via survey methodology. The statistical population consisted of faculty members of the Amin Police University and the elite experts of Technology residing at Police Command Headquarter (n=30). A researcher-made questionnaire including 20 questions with five-point Likert scale was used for data collection. The reliability of the questionnaire was calculated 0. 923 by calculating Cronbach's alpha coefficient. Data were analyzed by descriptive and inferential tools. Findings: In this paper, 20 components were examined; the main component were "police utilization of spatial data infrastructure and aggregation of existing databases of police (specialized units)". One-way t-test results indicated that "spatial data infrastructure is consistent with police missions"; therefore, that the first hypothesis of the study was confirmed at the significant level of 0. 05. Also, the results of one-way t-test at the significant level of 0. 05 confirmed the fourth research hypothesis that "there is a need to share spatial data infrastructure information with other government agencies". Conclusion: The results showed that three hypotheses of "Spatial Data Infrastructure Compatibility with Police Missions", "Need to Classify Specialized Police Information" and "Need to Share Information with Other Government Agencies" were confirmed. Spatial data infrastructure in police missions can create a sense of security and confidence in the police by reducing costs and reducing time and speeding up crime detection.

Abstract: 

Background and aim: Practicing ethical management in traffic police leads to good internal and organizational outcomes including enhancing conscientiousness, institutionalizing ethical values and organizational citizenship behavior. In this regard, the purpose of the present study is to investigate the impact of Islamic work ethics on organizational citizenship behavior of traffic police officers with emphasis on the mediating role of job work of police personnel. Method: This study is a applied research which utilized a descriptive, analytical survey methodology. The statistical population of the study consisted of traffic police officers in Greater Tehran; the sample size was 120 using Cochran's relation and the samples were selected by non-probability sampling method. To measure the variables of Islamic work ethics, Tofail, Ahmad, Ramayeh, John & Shah questionnaire (2017); work passion questionnaire was used by Schauffley standard questionnaire (2006) and organizational citizenship behavior questionnaire by Akarai and Ak Turan (2015). To analyze the collected data, PSL variance-based structural equation modeling was used. Results: The findings of this study show that Islamic work ethics has a positive and significant effect on organizational citizenship behavior of traffic police officers and work passion. In addition, work passion had a positive and significant effect on organizational citizenship behavior. Conclusion: The findings of the present study can be used to support organizational citizenship behavior and work passion by emphasizing and Islamic ethics issues in traffic police.
