Abstract

 After the nine century AD, following the flourishing of Islamic civilization and the need to establish law and order in the society, Hisbah was introduced and developed in Islamic society until the fifteenth century AD. The primary motivation in composing the treatises on this subject was preventing the society perversion by the idea of "enjoin good and forbid wrong" influenced by jurisprudential approach and local issues. In this paper, applying the descriptive-analytical method on textual, historical sources, we try to analyze the motivations and components of the Hisbah treatises in Islamic civilization. The prosperity of urbanization and the complexity of social relations motivated the religious government to transfer the experience in the jurisprudential approach on local issues via the Hisbah treatises.
