Abstract

Occupation and division of Iran by Russia and the United Kingdom and simultaneously press the allies to enter THE FIRST WORLD WAR Was a big challenge for Iranian agents. it was Considered important to decision-making to meet minimum national interest. Despite the invasion, famine, Divided in its decision and international pressures, What has been effective in keeping Iran's territorial integrity after the war? structure of the international system and Iranian officials which has had the greatest impact in saving the country from collapse? The main question of this paper is what has helped to maintain the territorial integrity of Iran and prevent it from collapse? The paper hypothesize that Agents Prominent role and Performance Political Elite in the field of Diplomacy Iran's national interests were brought. Thus, this paper examines the importance of the Local Policymakers in -maintaining territorial integrity with adopting the principle of neutrality.
