Abstract

In today’s knowledge-based economy, HIGHER EDUCATION INSTITUTIONS as the centers for developing human resource play an essential role in countries’ economic growth and development. So STRATEGIC PLANNING has got a vital importance for such institutions and leads them to better future by adapting to the environment beside the educational policies. A large number of these institutions nowadays are supplying Great ratio of their resources from external resources as industry and commerce so the limited resources as well as impetus of attracting potential students result in competitive market for HEIs. In this paper with the consideration of STRATEGIC PLANNING vital role in Higher education, The GOAL PROGRAMMING technique is used combined with the BSC strategic model in order to define strategic factors for each business school to plan for development. The results could be used in developing strategic plans for these schools as well as the other schools; In addition to that the paper is useful in customizing the BSC model for educational systems.
