Abstract

Dealing with crisis, the safety and security an important issue for management and good governance in order to achieve the objectives of sustainable development and integrated management of urban and rural settlements. This study aimed to investigate the safety spaces in the OSHTORINAN URBAN according to the principles of PASSIVE DEFENSE, and identify and eliminate safety reducing factors in the region is conducted. The research method is descriptive-analytical and applied research. Data collection was based on documentary research and fieldwork and analysis of data obtained using the SWOT method conducted. The target population of this study was locals, professionals, experts and authorities and institutions responsible for urban development, military affairs, defense and security of the area of the study. In this study sample size was determined based on random sampling to select eighty persons and the Delphi Technique and expert opinions were used to recognize the indicators. Findings suggest that despite the proper context, OSHTORINAN URBAN is not in good condition in terms of PASSIVE DEFENSE criteria. Eventually suggestions and strategies is prioritized and presented in this, urban for increasing safety according to the principles of PASSIVE DEFENSE by using quantitative matrix QSPM.
