Abstract

 In the contemporary world, progress in transportation sector is a DEVELOPMENT index. Experts believe each unit of economic growth in countries needs one and half to two units progress in transportation sector. Hence, it is named as DEVELOPMENT infrastructure. Road transport is the most important transit way and relocating of goods and passengers in countries; also as an economic aspect, leading to the reduction in final cost of production, distribution and consumption in goods and services has been noted worldwide. Therefore, it is suitable for passengers transport because of low costs, safety and availability. The aim of this research is classifying DEVELOPMENT in provinces basis on ROAD TRANSIT indexes. For this reason, according to case study district, there have been 10 explained issue indicators. Research method in this essay is based on Descriptive and Analytical approach and for gathering the information researchers have used Statistical Yearbook of road Maintenance organization, 2011. Analysis of row data has been done deploying DELFI method. Analytic Hierarchy Process (AHP) was used to weigh indexes and TOPSIS method was used to classify the provinces. Research results showed that provinces such as Tehran, Esfahan and Khuzestan have been in high level of DEVELOPMENT and other provinces like Qom, ChaharMahal-Bakhtiyari, Ilam, Kohkiloye-BoyerAhmad, Alborz and north Khorasan have been in lower places in provinces DEVELOPMENT classification according to ROAD TRANSIT indexes. In addition, such a great distance between areas with high level of DEVELOPMENT against the middle and low levels demonstrate regional disequilibrium and non-balancing in country according to benefiting of ROAD TRANSIT infrastructures.
