Abstract

 City as the origin of human civilization has always been interesting to theorists of various fields. Complex environment of the city, in order to get rid of the problems and deficiencies, thinker thinking of the noble life has forced the city to modify and create new structures. In the third millennium, as the main axis of the evolution and development, information technology has been incorporated into the achievements of its people so as to disregard the great disorder in the community and the welfare of the people. It has created key technologies for delivering new information and communication in the fields of economic, social, political that cannot be ignored.The SMART CITY and Electronic city as urban problem-solving strategy has drawn the attention of urban planners and urban managers. The main purpose of this article is to review the city's electronic intelligence and analysis services to the citizens of cities and municipalities electronics position of Iran in the form of a Conceptual - Implementation Model and the challenges facing it. In this article, Smart cities and towns as they have implemented and integrated electronic transactions with related organizations and departments with regard to hardware and software infrastructure Conceptual -Implementation Model have been reviewed along with the process of collecting data, analysis and output system management are presented. The results suggest that the SMART CITY, city and electronically municipal in the most famous cities and the world with information and communication technology over the conventional process, are different with the situation in Iran due to the influence of various factors, especially in the aspects of cooperation between and related aspects of E-CITIZEN as they are not in a favorable course of development, while the total or integrated systems meet critical needs in normal circumstances. Furthermore, there is existing infrastructure, which is not yet operational in the conceptual model. Finally, an executive summary of features of SMART CITY Council in the integrated electronic communications and the proposal are presented.
