Abstract

The state re-scaling from the policy of redistribution to economic liberalization policies along with the era of construction is a clear indication of the weaknesses of planning, as planning failed to meet the emerging needs of rapid urbanization. On this new scale, the imposition of the space of policies and the ideology of planning by the state will strengthen the entrepreneurial urban governance based on preserving the achievements of capital in favor of a particular minority and changing them to their advantage. The purpose of this paper is to investigate the effect of economic liberalization on the urban politics of Tehran metropolis.from the point of view of political economy. The results showed that the transformation of recent decade can be interpreted as a shift in urban manageralism to entrepreneurial management; in the light of the process of denationalization and economic liberalization, a better position for deindustrialization, state-privatization and accumulation of capital, and the promotion of kind of entrepreneur in urban politics. The urban policy is created through public-private partnerships where urban policing is reduced to a competitive competition to attract capital, with priority being given to the rate of economic growth and the commercial benefits of a minority.
